I noticed this too when I went to the parade last Sunday. Then I thought to myself, it's the first year in this project, in what has turned out to be an exceptionally snowy winter.
I know they had more success in keeping it open earlier in the Winter. To wit, the following anecdote: my sister and first-year Concordia student complained of cyclists telling her to get out of the way while she walked on the cleared path from the H*ll Bldg to Guy metro this January. The path was cleared, salted and actually in a better shape than the sidewalk. I explained to her that, well, cyclists had right of way on the bike path and that it was open year-round. She didn't believe me.
