I had a similar reaction to yours while reading a Journal piece about a faux-federalist at the St-Jean parade (investigative journalism at its finest, as always). One of the people approached offered "Le Québec existait 250 ans avant le Canada." The person here, near as I can tell, is comparing the establishment of the City of Quebec to the confederation of Canada. Apples and oranges? Quebec and Canada have so many historical juxtapositions, both as identities (Colons français > habitants > Canayiens/Canadiens > Canadien-français > Québécois) and as geopolitical entities (Nouvelle-France/Canada > Province of Québec (v1.0) > Upper Canada/Haut-Canada and Bas-Canada/Lower Canada > United Province of Canada/Canada-Uni > Québec, province of (Dominion of) Canada).
