Ted Tevan is gone

Ted Tevan, one of Montreal’s talk radio greats, inconveniently died on Friday night, the time when statistically news has its smallest impact. Though it might have taken a few days, his colleagues and others have taken notice and offered their thoughts and stories.

I never met Tevan myself, so I have nothing to add, but I wanted to compile everything in one place.

Gabriel Morency talked quite a bit on his show Monday about Tevan. Mitch Melnick also devoted his show on Tuesday to Tevan (clips are posted here and will be aired again on Saturday), with interviews with people like Aaron Rand, Dickie Moore, Mitch Garber, Bill Brownstein and a bunch of other people I’m too young to remember.

Tevan’s funeral was Wednesday at 1pm at Paperman & Sons, 3888 Jean Talon St. W. CTV’s Cindy Sherwin was there.

“You only have one chance to make a first impression.”

It’s a cliché, but I thought it was funny when I heard it come out of the mouth of Martin Spalding, the vice-president at Astral Media who is in charge of its three English-language stations in Montreal: CHOM, Virgin Radio (CJFM) and CJAD. The fact that we were talking to each other was kind of proving that assertion wrong. Or at least it was strong evidence against it.

Eleven days earlier, I called Spalding at his office to talk to him about the return of Terry DiMonte to CHOM, a move he arranged. But our conversation was brief.

“I know who you are,” he said after I introduced myself. Just as I was starting to feel relieved that I wouldn’t have to go through the trouble of convincing him to speak to some guy on the Internet as if he was a journalist, Spalding put the brakes on the interview. “I’m not in the mood to have this conversation,” he said.

I asked why. “Let’s just say you should be careful what you post on Twitter,” he said, without elaborating. He followed that with “this conversation is over.”

There was a slight hesitation in his voice, as if even he couldn’t believe he was saying this.

I didn’t know how to react. I don’t expect that everyone I contact will be interested in talking to me – mostly because I’m not a traditional journalist and my audience is not that of a metro newspaper or a supper-hour TV newscast. But I’d never had someone answer me like this before. This conversation sounded like it would be in the script from a bad movie.

What got me most is that I had no idea what set him off. Other than quoting some press releases with his name in them, I’d never talked about him on my blog. I’d never mentioned his name on Twitter. I didn’t even know what he looked like.

And I’ve posted thousands of things on Twitter. Plenty of stuff has been negative about CHOM and other Astral stations. I couldn’t really narrow it down.

The call was just before the end of business on June 23. My post about DiMonte – with the bit about Spalding at the end – was published the next day.

An email from Spalding was dated 9:05am the next Monday. He said he realizes he may have been a little “curt” in our phone conversation, and offered to take me out to lunch to explain. We scheduled a meeting for the following Monday at noon – July 4.

After seeing Spalding’s office – a corner office with wood panelling – and meeting Virgin Radio Brand Director Mark Bergman, we went to a Chinese place nearby and discussed our respective pasts a bit. Everything was cordial.

It was actually quite a while into our conversation at the lunch table until Spalding set the record straight about that minute-long conversation.

He said he had taken exception to something I tweeted the day before, suggesting that CHOM’s promotions department was lacking because its website had no mention of DiMonte a day after a press release announcing he was coming back to the station.

Spalding explained that it wasn’t because they’d simply forgotten about this or were lazy about it. Because DiMonte was still contracted to Q107 in Calgary, Spalding said that CHOM couldn’t use his image or promote him. Even issuing the press release was “playing with fire,” he said.

Spalding took my ill-informed tweet as an attack on the employees who work for him, and for me to then call and ask for comment after bashing his radio station didn’t exactly put him in the mood to cooperate.

By Monday morning, he had read my post on DiMonte, and his mood changed. He apologized for the curt tone on the phone, and went out of his way to compliment me on posts I had written, including the DiMonte one and an earlier one on Cogeco’s CRTC application for all-traffic radio stations, which he considered much more solid journalism than some of the shoot-from-the-hip tweets that are based on incomplete information.

It’s amazing how a simple conversation can change your perspective.

I, in turn, asked Spalding to apologize on my behalf to CHOM’s promotions department, an apology I repeat here. I jumped to an incorrect assumption (not the first time I’ve done so with CHOM-related news), and I should have checked. Just because it’s on Twitter doesn’t mean it’s exempt from basic journalistic rigour. I’ll try to do better in the future.

So we’re good now. Spalding gave me his card (asking me to call him before I tweet next time), paid for my lunch (the next one will be on me – I want to try to have at least some journalistic ethics here) and gave me two hours of his time – even pushing back a conference call so he could give me a few extra minutes.

The image of the super-professional businessman that DiMonte had painted for me during our conversation turned out to be a lot more accurate than I had thought after that brief phone conversation.

So, now on to the good stuff. I had a good bank of questions related to recent events at his radio stations, so I posed as many as I could fit in before I started to feel really guilty about taking him away from his real job.

The Team 940? Bell proposes frequency swap

Cogeco’s CRTC application to bring two Montreal AM radio stations back to life has prompted interventions from the owners of the other AM stations in the city – Astral (which owns CJAD) and Bell Media (which owns CKGM/The Team 990) – as well as Paul Tietolman, who has been trying for some time to start up his own AM station at 940 kHz.

The interventions (two are opposed to the application, while Astral is negative but not quite so categorical) are based on these main points, which have been responded to by Cogeco:

  1. Concentration of ownership: The interventions point to the fact that Cogeco asked for and received an exemption to a CRTC policy that forbids any owner from having more than two stations on the same band in the same language in the same market. This allowed them to purchase all of Corus Quebec’s radio assets in Montreal, adding CKOI and CHMP 98.5FM to CFGL Rythme FM, giving them three French-language FM stations. Now they want to add two more stations to their empire, giving them five French-language stations (they also own CKAC) and two English-language stations (with CFQR). Cogeco responds by saying that exception was, well, exceptional, and that owning two French-language AM stations would not be a further exception to CRTC policy. Cogeco also says it doesn’t believe an all-traffic station (even one that solicits advertising) would be a significant competitive threat to existing broadcasters.
  2. Use of clear channels: The interventions agree with me and other radio watchers that 50,000 watts and a signal pattern that stretches into the Maritimes and northeastern Ontario is overkill for a Montreal traffic station. They say that if the application is approved, it should be for two frequencies that are not clear channels. Cogeco responds that the frequencies have been vacant since June 2010 (when the CRTC announced it had revoked the licenses) and no one has applied for them.
  3. Unfair competitive advantage: The interventions question the entire point of a publicly-funded all-traffic station. And while there’s nothing the CRTC can do to change how the Quebec government spends its money, the incumbents object because the funding would give the traffic stations an unfair competitive advantage. The funding “will allow Metromedia (the Cogeco subsidiary that owns the stations) to aggressively sell advertising in the marketplace, potentially offering lower rates than what is offered by the incumbents. This potential strategy will only serve to further undermine an already weak market,” writes Bell Media VP Kevin Goldstein in his intervention. Cogeco responds by quoting news articles demanding better communication about road conditions from the government and says they only expect about a quarter of its advertising revenue ($600,000 for the first year) will come at the expense of their competition.
  4. Guarantee of format: The interventions say there’s no guarantee that their all-traffic format would be maintained once the contract with the Quebec government runs out. Cogeco responds that it would accept a condition of license making such a guarantee.
  5. No public bidding: The interventions feel this project should have been open to a public bidding process. Cogeco responds that any broadcaster could have responded to the notice from the transport ministry that it intended to award this contract to Cogeco, but none ever did. The lack of demand meant the government did not have to open bidding on the project.

Here’s where the intervention from Bell gets interesting: They state that they have been trying, since Corus shut down CINW (940 Hits) and CINF (Info 690) in January 2010, to purchase the transmitter and antenna from them, to no avail. Bell says that if the CRTC wants to approve this application, it would be prepared to perform a frequency swap, taking either 690 or 940 kHz and taking up a clear channel that allows them to broadcast 50,000 watts day and night.

As Team 990 gains broadcast rights to Canadiens games in the fall, nighttime propagation becomes more important. As a Class B frequency, 990 requires the transmitter to modify its signal at night, reducing its coverage. Switching to 940 would give CKGM a much larger coverage area.

The idea makes a lot of sense. Montreal sports teams – and the Canadiens in particular – are going to have a lot more interest in the outlying regions than Montreal traffic information. It makes sense for that station to have a larger coverage area. And, of course, most people interested in traffic will listen to the radio in their cars, which should not have trouble picking up a giant transmitter just a few kilometres away.

But Cogeco responds by criticizing Bell’s suggestion that it would have been too expensive to retune its existing transmitter and antenna from 990 to 940 kHz. It quotes an engineering expert it hired that said in the worst case scenario of having to replace everything, it would cost less than $250,000.

We’ll take them: Tietolman

Tietolman Tétrault, in its intervention (PDF), suggested the stations use frequencies of 600 and 850 kHz (formerly of CIQC and CKVL, respectively) and said the 690 and 940 frequencies should be open to applications. It said it would be willing to apply for both:

Tietolman, whose family once owned CKVL, had tried to offer a competing $81-million bid for Corus Quebec, including 690 and 940. They’ve indicated for a while now that they’d like to bring back 690 and 940, though they haven’t said what kind of format the stations would have.

Other interventions

A few other smaller groups and individuals also filed interventions in this application.

Jacques Blais of S.O.S. Québec Radio filed a handwritten note (PDF) – he wrote that he had computer problems – in which he called the project useless and a waste of public money, and appealed to common sense in rejecting it. He also repeated that 50,000 watts was too much for this station, and said the 690 and 940 frequencies should be reserved for French-language stations only, because the French language is threatened in Quebec.

That last part is kind of funny because his supporting documentation was my previous blog post and an article from The Suburban.

Marc St-Hilaire of the Syndicat général de la radio union said (PDF) endorsed the new station but said it was worried that Cogeco would deduct the number of people it hires for these stations from its commitment to hire journalists for its Cogeco Nouvelles news agency. Cogeco made the commitment as part of the deal that got it to own three francophone FM stations in Montreal.

Chantale Larouche of its parent union the FNC expressed similar thoughts in a separate intervention (PDF).

Cogeco says each station would have six full-time announcers, plus a full-time traffic journalist, and that these would be in addition to the commitments they already made for the creation of Cogeco Nouvelles and the hiring of journalists.

Finally, Miguel Therriault of Quebec City filed a very brief intervention (HTML), saying, in its totality: “Les coûts sont outrageusement exagérés. De plus ce service est complètement inutile. Les stations de radio actuelles répondre très bien à la demande. C’est une dépense inutile.”

The hearing to discuss Cogeco’s application was supposed to happen next Monday, but the CRTC announced last week that the items have been withdrawn from the agenda and will return as part of a later hearing. No explanation was given and no date has been set yet.

UPDATE: An open call has been issued for the two frequencies, with a deadline of Aug. 29. Cogeco maintains it still wants to setup all-traffic radio stations and will go through this process if necessary.

Nat Lauzon jumps to the Q

Nat Lauzon is too cool for weekdays

It won’t get the same attention as Terry DiMonte, but another veteran Montreal radio personality is on the move. Nat Lauzon, who has been at CJFM since 1999 (though it seems like forever) is moving to CFQR to take over a weekend gig there.

She’ll be doing the noon to 5 p.m. shift starting in October. She remains at Virgin Radio until then, where she does the weekday late morning show that is No. 1 in its timeslot with a 38% commercial market share, far ahead of its competitors.

So why leave a No. 1 weekday show at the No. 1 station to do a weekend shift?

Lauzon says she’s heading in “a new direction” and wants to focus on her other two passions – her freelance voice-over work and her Montreal Dog Blog (she’s got a thing for the puppies).

As for why this new schedule requires switching stations, well, she won’t comment. So let’s speculate irresponsibly. I’m thinking she just can’t bear to be at a station that doesn’t have Cat Spencer.

Meanwhile, Astral has posted her former job, weekdays 9am to 1pm. Minimum three years experience.

UPDATE (July 25): Virgin has hired Andrea Collins of 99.9 BOB FM in Winnipeg (a Bell Media station), to replace Lauzon in the 9am to 1pm slot. She starts Aug. 15.

Lauzon has written a blog post about her departure, in which she states that “my departure is all on good terms”.

Terry DiMonte returns to CHOM, and is back in Montreal for good

Stop me if you’ve heard this one before: They’re bringing back Terry DiMonte.

It was with a lot of excitement (well, one exclamation mark anyway) that Astral announced (in English and French) that DiMonte has been hired to host the morning show at CHOM for a third time. For DiMonte, the news was “a little bit bittersweet”, having to leave this new home in Calgary he had tried to make his own over the past three and a half years.

There is no word on who his co-hosts will be, but so far Pete Marier and Chantal Desjardins are expected to be able to keep their jobs at the station, even if they’re not on the morning show team.

The Gazette has posted a story about DiMonte’s return, as well as some videos that were created as part of a series on expat Montrealers in 2009: Part 1, Part 2, Part 3. There were also briefs on CTV News and Global’s local newscast, but otherwise coverage has been light.

No date yet

When DiMonte will return to Montreal and its airwaves is still undecided. DiMonte signed a five-year contract with Calgary’s Q107 in late 2007, which means he still has about a year and a half left. The deal does allow him to get out early with six months notice, which was given on Wednesday. So depending on how the station plans to play this, it could be as late as Christmas before he’s allowed to return to Montreal.

“My intention was and is to fulfill my obligation for the next six months,” DiMonte told me over the phone on Thursday. Still, the decision is up to the station. They could have him keep working until December, or they could pay him not to work. But a small radio station with only four full-time staff that paid decent money to lure DiMonte to Calgary in the first place probably isn’t too eager to waste it on talent it can’t use.

CJAD loses Habs broadcasts to Team 990

It was the worst-kept secret in the radio industry: Bell-owned Team 990 has secured the English-language radio broadcast rights to Canadiens games for the next seven seasons.

No financial details have been announced for the deal, but it’s clear that the station is putting some serious dough into this contract, because losing out again to Astral-owned CJAD was simply not an option. You can’t have an all-sports radio station that doesn’t carry broadcasts of the most popular sports team.

No announcement has been made about the play-by-play team yet, most likely because one hasn’t been decided. Still, rumours are spreading wildly, everything from Shaun Starr and Elliott Price to having the CJAD team move over to using the TSN play-by-play to bringing back Dick Irvin and the reanimated corpse of Danny Gallivan.

Okay, I made that last one up.

Convergence!

Though it’s great news that this little station that could has scored this contract, it’s a bit worrisome for critics of Canada’s media oligopolies. When Mike Boone wrote about the deal a couple of weeks ago, he said it was helped significantly by a deal Bell signed for regional English-language TV rights on TSN. Bell’s business agreements with the Canadiens are many (though Bell itself does not own the team), from the naming rights to its arena and practice facility to its French-language TV rights to mobile rights to broadcasts.

This deal takes Bell one step further toward doing with the Canadiens what Quebecor wants to do with a Quebec City hockey team and what Rogers wants to do with most of the professional sports coming out of Toronto.

There’s also, as one Team 990 personality told me during their recent 10-year anniversary party, the problem that the station might be restricted a bit in what it can say about the team. Doing impressions of Jacques Martin might not fly so well when you’re the official broadcaster.

What about CJAD?

Though it certainly can deal with not having the Canadiens easier than Team 990 did, CJAD is still going to have to find a way to fill hundreds of broadcast hours every season. And they’re going to have to deal with the loss of advertising that comes with losing such a big audience-getter. There’s no word yet on what they’re planning to do.

Alouettes broadcasts return to CKAC

For the second consecutive year, the Alouettes have prematurely ended their deal with their official French-language radio broadcaster and switched to its major competitor.

It was announced on Tuesday that the Alouettes will be returning to Cogeco’s CKAC Sports for the 2011 season. CKAC will broadcast 20 games (the regular season has 19 18, so this covers all of those and the two preseason games), plus all playoff games.

Pierre Martineau, a spokesperson for Cogeco Diffusion, says the deal is for this coming season only, and some games will also air on Cogeco’s regional FM stations.

Having CKAC Sports broadcast the games seems like such a no-brainer, and indeed they broadcast the games for many years, signing a five-year deal in 2007. But that deal was mutually dissolved so that the Alouettes could strike a deal with Astral Media’s NRJ for broadcast rights in 2010. That deal was supposed to last until 2013.

The switch to NRJ wasn’t perfectly smooth. NRJ is a music station (like CHOM, which also broadcasts some Alouettes games), and license limits meant they couldn’t broadcast five games last season, according to La Presse.

Fans also weren’t crazy that NRJ used the RDS play-by-play audio instead of their own staff, though CKAC did the same thing.

A representative of the Alouettes did not immediately respond to voice mail messages requesting comment.

The Alouettes’ English radio rights are held by Astral, with games airing on CJAD and CHOM until 2013. It’s unclear if the move away from Astral on the French side will have any impact on the English rights. No doubt the Team 990 would be more than happy to pick up rights to Alouettes games, much like they would love to take rights to Canadiens games away from CJAD someday.

Last month, CKAC announced an agreement to air Canadiens games for two more seasons, ending in 2013-14.

All-traffic radio: A $9-million waste

Last week, news came out that Cogeco and the Quebec government have reached a deal that will see the creation of two new all-traffic AM radio stations in Montreal set to open in the fall. The project will cost taxpayers $9 million over three years.

It’s the most ridiculous use of $9 million I’ve seen in a while.

The history of 690 and 940 AM

Montreal has had two giant holes in its radio spectrum since January 2010. Both frequencies – 690 and 940 kHz – started out as CBC stations. CBM (CBC Montreal) moved to 940 and CBF (Radio-Canada Montreal) moved to 690 in 1941. They were among Canada’s oldest AM radio stations and each had clear-channel status, meaning that they could operate at 50,000 watts and did not have to reduce power overnight to avoid interference.

Clear-channel status is highly sought – or at least it was. There are only about a dozen such stations in Canada (CKAC is the only active one in Montreal), and the clear-channel status means they can be heard from very far away with a good enough antenna.

Despite this seemingly huge advantage, CBC decided in the late 90s to move its AM stations in Montreal to FM – 88.5 and 95.1 MHz – where they remain today as CBC Radio One and Première Chaîne). The argument was that FM provided better quality audio and the signal would be easier to capture in the city. The tradeoff – that the signal would no longer be carried by skywave to neighbouring provinces and territories – didn’t seem to be such a big deal. It was a controversial move at the time, particularly for CBC Radio listeners who had better reception with AM than FM.

In 1999, the decades-old CBC transmitters were shut down and the frequencies vacated. Métromédia (later Corus Quebec), which owned CIQC 600 AM and CKVL 850 AM, wasted no time in snapping the clear channels up, and moved those two stations to the vacated frequencies. They were reborn as all-news stations CINW (940 News) and CINF (Info 690).

We all know how that turned out. The anglo all-news station didn’t work out financially, so they changed it up into a news-talk format in 2005. When that didn’t work either, they fired everyone and started played music in 2008. (Info 690, meanwhile, kept going with their news format). Then, in January 2010, Corus pulled the plug on both stations and gave up. They returned their licenses to the CRTC.

Since then, the frequencies have remained vacant. Clear AM channels that it seems anyone could have had just by asking. But no takers.

In 2010, Corus agreed to sell its Quebec assets to Cogeco. This included the transmitters for CINW and CINF, even though they were inoperative and had no broadcast license. The deal was approved in December, giving Cogeco the equipment (and a lease on the transmitter site in Kahnawake until 2021) but no idea how to use it in a way that could make it profitable.

And here’s where the Quebec government comes in.

Congrats, Cogeco lobbyists

According to documents they submitted to the CRTC (you can download them yourself from here), Cogeco found out about the Quebec transport ministry wanting to improve the way it communicates information about traffic disruptions to the public. With all the construction work expected to come (the Turcot Interchange, for example), they wanted to minimize the pain to drivers by keeping them as well informed as possible.

Cogeco went to them and proposed a … let’s call it a partnership. Cogeco would provide the transmitter, the programming, the staff. The government would provide access to traffic information and lots and lots of money.

The government thought it was a great idea, and on April 14 they published their intention to award a contract to Cogeco. The deal was finally announced last week by the government and Cogeco (PDF) and the CRTC announced it would hold a hearing on the proposal to give the licenses back to CINW and CINF. News coverage was brief, most just regurgitating the press release:

The station, which according to the deal must be operational by Oct. 31 (though the target date is Sept. 1 pending CRTC approval), would broadcast live from 4:30am to 1am weekdays and 6am to 1am weekends and holidays. This information includes:

  • Traffic status on highways and bridges
  • Road conditions
  • Information on road work sites (it’s unclear if this is just those run by the transport ministry or all municipal sites as well)
  • Highway safety tips
  • Weather conditions

In other words, the kind of stuff you’d expect from any traffic information radio station. Missing from this list is an item about providing information on public transit service. It’s unclear why both sides left this out of their press releases, but it’s contained in their CRTC submission and in the contract between the government and Cogeco, and I would imagine the intention is to include such information in their broadcasts.

The deal also includes promotion of the station by Cogeco and 25 minutes a day of airtime for the ministry.

Cogeco says it plans to use CHMJ in Vancouver (owned by Corus) as a template. That’s also an all-traffic radio station, but with one major difference: It’s not funded by the government.

You could also compare it to The Weather Network and MétéoMédia, which provide all-weather programming, funded mainly by subscriber fees that all cable subscribers must pay for the channels.

Why this is a bad idea

I appreciate that the ministry wants to improve communication about traffic and road work. But they’re doing this by getting into the broadcast business. The figure of $3 million a year might not be much, but it represents about three-quarters of the stations’ proposed budgets. Cogeco also predicts that figure will rise if the contract is renewed beyond three years (the CRTC asks for seven-year projections for a station’s finances) to $3.3 million a year for the next three years.

Put simply, this is a solution to a problem that does not exist. I mean, seriously, is the biggest complaint about commercial radio that there aren’t enough traffic reports? Just about every station does traffic reports every 10 minutes during rush hours. CJAD does it all day. All this without any specific funding by the government to do so. Even CBC Radio One does traffic reports, including public transit updates. (The CBC is funded by the federal government, but that funding doesn’t come with a requirement to do traffic updates. CBC Radio does traffic reports because it knows that’s what rush-hour listeners want to hear.)

This isn’t to say an all-traffic radio station wouldn’t make sense. CHMJ is trying that format. And it’s a good idea for AM radio, because most portable music devices these days can’t receive AM radio, but most cars can. But if there’s a demand for it, then it can be done without government funding. And if there isn’t a demand for it, why bother?

Cogeco’s own submission to the CRTC says there are about 1.3 million vehicles travelling in the Montreal area during the afternoon rush hour (less in the morning), which means more than $2 per vehicle per year spent on these stations. They expect their market share will be 1.5% for the anglo station and 1.6% for the francophone station. Based on their estimated total weekly hours of listening, the English station would expect about 1,000 listeners on average (more, obviously, during rush hour) and the French station about 3,000 listeners.

And CRTC submissions are usually pretty optimistic.

Why this is overkill

The other thing that bugs me about this is the choice of channel. Cogeco wants to put both these stations on clear channels, and have both running 50,000 watts day and night. The reach of these stations, as you can see from the map at the top of this post, is not just the greater Montreal area, but as far as Gaspé, Moncton, southern Maine, Kingston, northern Ontario and even Labrador. The vast majority of its listening area couldn’t care less what happens on the Champlain Bridge.

Then again, if nobody else wants the frequency, I guess it’s better to do that than nothing at all. But surely we can find a better use for such a powerful signal than traffic reports for one city.

There are also some strange proposals, like having a roving reporter patrol the city to report from the scenes of major traffic events. Compare this to the private sector that has helicopters flying overhead to report on traffic and other issues. It’s a government employee doing a job that the private sector is already doing better.

What the government should spend its money on

In the grand scheme of things, $9 million isn’t a lot of money. But rather than spend it on duplicating a service the private sector already does for free, how about the transport ministry use it more wisely. Spend it on adding more traffic cameras, providing better real-time information to traffic reporters, better ways of getting information to smartphones and other portable devices, improving the Quebec 511 service. Create a database of road work (both provincial and municipal) that can be integrated into Google Maps and used to suggest better routes to drivers.

Or, you know, they could use it to improve the province’s highways. At least repave the kilometre or two closest to the Ontario border, which will give the most psychological bang for the buck and end those silly anecdotal cross-border comparisons.

The CRTC will be hearing the two applications for all-traffic radio stations on July 18 in Gatineau. Comments and interventions are being accepted until June 20. The contract is contingent on CRTC approval and would be cancelled if CRTC approval doesn’t materialize before Oct. 31.

UPDATE (May 31): A Gazette piece says that there was a call for bids in this deal. That’s not entirely accurate. On April 14, the transport ministry published its intent to give a contract to Cogeco (a document that starts off by saying “this is not a call for bids”), and gave competitors 10 days to indicate that they could provide a competing offer for the deal – something that if accepted would have led to a formal call for bids. After the deadline passed, the ministry gave the deal to Cogeco.

CKAC to stop airing Habs games

CKAC Radio announced Friday morning on air that it would no longer be airing live Canadiens games as of the end of the season so that it will have more room in the schedule for Habs analysis shows.

“It was just so frustrating having to cut short our discussions so they could do the play-by-play,” said Michel Villeneuve, one of the station’s personalities. “We have so many people here with so many interesting expert opinions, we needed more time to express them.”

CKAC has been trying all sorts of measures to cram more Canadiens-related opinions into its schedule.  It has virtually eliminated all non-hockey programming except during the summer, it has expanded to add live programming in the overnight hours, it has pushed some overflow onto sister station 98.5FM, and it’s even experimented with technology to get analysts to talk faster so they take less time.

But, management says, the biggest obstacle was staring them in the face: That three-hour block three times a week of boring game coverage.

“Our ratings clearly indicated that people would tune out when the game was on,” said a person familiar with the matter who didn’t want to be identified. “It may seem crazy, but in reality it’s a no-brainer.”

Those who long for actual game coverage over the radio need not fear: Habs games will still be on 98.5FM, though the format will change next season. Instead of saying who has the puck and what he’s doing with it, announcers will spend the game analyzing their actions and complaining about stupid moves or overpriced contracts as necessary.

Cogeco Diffusion, which owns both stations, feels this new format will attract more listeners and reinvigorate the business model for airing live sports programming on radio.

“People who want to listen to boring play-by-play can always tune into Pierre Houde on RDS,” Villeneuve said.

No way to treat your listeners

The past month has seen a lot of staff changes in the Montreal radio scene. All three anglo FM music stations are seeing morning hosts leave, and at least two are introducing new faces to replace them.

Aaron Rand got the ball rolling by announcing he would be leaving CFQR’s Q Mornings show at the end of April. Rand has been hosting this show for two decades, so you can imagine how listeners reacted to the news. He’s got a lot of new Facebook friends and a lot of people posted messages to the Q’s Facebook page.

Though Rand himself reached out to listeners and communicated with them, the station’s management was silent. Mark Dickie, its general manager, didn’t return my phone calls or emails, and provided The Gazette’s Bill Brownstein with a pathetic quote that sounds like it came out of a fill-in-the-name-here press release.

As if to underscore a lack of respect for this dean of local radio, Rand’s seat wasn’t even cold before it was announced that Cat Spencer would be leaving CJFM to take his place … in September. (Maybe before, if the two stations can work out a deal on his contract.) This is still months away, yet for some reason they couldn’t wait 24 hours to make the announcement. What little coverage of this story appeared in local media had to be about both Spencer and Rand instead of just the latter.

Cat vs. Freeway

Learning that Spencer would be leaving, some Virgin Radio listeners also spoke up on its Facebook page. At least there, a few brief replies from the nameless Facebook page administrator saying Spencer had decided to leave. But otherwise, the station has been pretty silent about it. Program Director Mark Bergman hasn’t made any public statements that I’m aware of.

That contrasts, of course, to all the publicity it’s generating about its new star, “Freeway” Frank Depalo, who debuted on Monday as Lisa Player’s cohost. (You can read an interview Depalo did with Mike Cohen on his blog, and a story in The Gazette by Kathryn Greenaway.)

The same day “Freeway” started on Virgin Radio, the Q launched a new contest where it gives away $1,000 daily to people who listen to the morning show. It promoted it like crazy, including an ad wrap around the front section of Monday’s Gazette (hope some of that ad money trickles down to me).

PJ who?

And then there’s CHOM, who yanked PJ Stock and Merv Williams from their morning show. Perhaps it was unrelated to the other changes, or perhaps the station decided it needed to freshen up while its competitors are changing things up. We don’t know, because CHOM Program Director Daniel Tremblay isn’t talking.

Again, fans complained. Not on the station’s official Facebook page because it doesn’t have a wall. But there were comments here and elsewhere, most more upset at the loss of Williams than the part-timer Stock.

The same day the news became public, there was a flurry of activity from the morning show’s social media outlets, its Twitter feed (which had been dormant for more than two weeks) and its blog. Neither had any mention of Stock or Williams. Instead, we heard about Alouettes cheerleader tryouts and other ridiculousness.

As far as CHOM was concerned, it was easier to pretend these people never existed than to even briefly acknowledge and explain its reason for terminating them.

Listeners deserve better

Program directors aren’t under any obligation to talk to me. I’m just some guy on the Internet. But their own listeners deserve explanations of these kinds of changes.

Radio stations go through a lot of effort to build familiarity with their hosts. Just look at what Virgin Radio is doing with Freeway Frank. Listeners become attached to them and, if the branding effort is really successful, they become loyal to those hosts, even if they’ve never met them in person or heard them off the air.

And then, when the usual turnover in radio causes that familiar voice to leave, the station expects listeners to instantly forget about them, to not ask questions.

It’s a giant insult to the intelligence of those listeners. They understand how broadcasting works. They understand that people leave jobs that are no longer fulfilling for them (Rand), leave for better-paying competitors (Spencer), or leave because they’ve been fired (Stock and Williams). Simply coming forward and explaining yourselves to listeners would be a simple, albeit uncomfortable, experience.

I don’t have 24/7 logs of these stations, so I can’t say for sure about what statements have and haven’t been made on air, but if the social media sphere, the websites and the lack of communication with media is any indication, the strategy seems to be to sweep bad news under the rug and hope nobody notices it, even though it’s beyond obvious that they are.

Each of these three radio stations has gotten on the social media bandwagon, highlighting their Twitter and Facebook pages, and putting blogs on their websites. Listeners are using those forms of communication to try to seek answers.

They won’t get answers, because CHOM, Virgin Radio and the Q are being antisocial.

That’s a shame.

Hey, remember Pakistan? CJLO does

A few months ago, I visited Concordia’s student radio station, CJLO, for a feature I’m writing for The Gazette. Unfortunately, a lack of free time on my part (as evidenced also by the low amount of content coming out of this blog lately) has meant the story taking far longer than necessary to write. This is what happens when you’re not given a deadline.

I couldn’t get it done fast enough to be published ahead of (and plug) a big fundraiser that starts tonight, so as a bit of a consolation I’m plugging it here.

CJLO’s Signal to Noise is a music event over three nights at Casa del Popolo. The cost is $10, most of which goes to the station but $2.50 of which goes to Pakistani flood relief. (Pakistan? That’s so three natural disasters ago.)

CHOM drops PJ Stock, Merv Williams from morning show

Apparently unhappy at being the only anglo music radio station to not make major changes to its morning show, CHOM has decided to drop PJ Stock, the former hockey player and Hockey Night in Canada analyst who joined the station a little over a year ago.

Also being scrubbed from CHOM’s website is Merv Williams, a supporting cast member on the morning show, but one whose presence had been felt more and more. Williams also contributed to CJAD’s Trivia Show, and that too has come to an end. (Unlike CHOM, which seems to be pretending like he never existed, the Trivia Show made it a point to note Williams’s departure on air, as you can hear from this clip (MP3).)

The reasons for the move aren’t known. Williams politely declined to comment, Stock couldn’t be reached for comment, and Program Director Daniel Tremblay hasn’t responded to an email sent over the weekend (I’ll update this if he does, but I’m not holding my breath).

UPDATE (March 15): The decision to can Stock hasn’t exactly caused a lot of commotion. No newspaper articles, no Facebook protest campaigns. The fact that Stock would join the crew only after 7pm, and often not at all because of commitments to Hockey Night in Canada and others, meant he was more of a part-timer on the morning crew than anything else. A lot of people, of course, just didn’t like the guy, and thought he was a poor choice for a radio host (the man he replaced, Ted Bird, isn’t among them – Bird suggested Stock be invited to be part of the show even before he resigned from it).

But the disappearance of Williams is being felt, despite not being a marquee name. Aside from the on-air tribute on the Trivia Show above, Williams also got a public shout-out from Bird on Twitter and Facebook, the latter prompting dozens of comments.

Team 990, where “nothing fucking works”

I wasn’t listening at the time, but enough people were at about 12:50pm Thursday during the Tony Marinaro show on CKGM when an advertising break seemed to go wrong. Very wrong.

Two ads play simultaneously, then they’re followed by dead air. Marco Campagna struggles to get things running, but he’s run into an apparently common computer problem and he lets out a string of obscenities, not realizing that a microphone in the studio is picking up his frustrated yells and is broadcasting them along with the ads.

After the break, according to those listening, cohost Randy Tieman apologized on behalf of the station for the tirade. Campagna, reportedly, feels horrible about what happened.

I feel for the guy. It’s one of those worst-nightmare scenarios for anyone in radio broadcasting. And computer problems can be the most frustrating at times, especially when you’re in an every-second-counts situation like live radio.

Unfortunately, I don’t feel so bad that I’m going to keep the audio off the Internet. A listener caught the minute-long incident and created an audio file. I’ve made a video with captions and uploaded it to YouTube CTVglobemedia, which owns CKGM and apparently doesn’t have a sense of humour, has filed a copyright infringement notice with YouTube, which has disabled the video.

Considering the sound of an announcer blurting out a bunch of F-bombs has no commercial value to the station (what are they going to do, sell it on iTunes?), I think a clear fair dealing case can be made for this.

Cat Spencer to replace Aaron Rand at CFQR

Mere hours after veteran host Aaron Rand announced during Friday’s morning show that he will be leaving CFQR (92.5 the Q), news emerged that CJFM (Virgin Radio 96) morning host Cat Spencer has been tapped to replace him.

Staff at CFQR were informed of Rand’s decision on Thursday after the morning show was over. On Friday at 10am, a meeting was reportedly convened at Astral Media to announce that Cat Spencer would be leaving CJFM and moving to CFQR in September.

Rand says he was completely unaware of his employer’s decision to hire Spencer until he was called into his boss’s office after Friday’s show. During the show, Rand said he would stay on for a few more weeks (officially until the end of April) so his station could find a replacement, but now that it seems they’ve found that replacement, Rand says he’s not sure how long he’ll still be there.

Reached by telephone on Friday afternoon, Rand was clearly unhappy about how his bosses handled the situation, concealing from him their decision to hire Spencer and allowing him to give a statement in which he “looked like an idiot” by saying the station hadn’t found someone to replace him when in fact it had.

Still, the decision to leave is Rand’s, both technically and realistically. He says he met with his bosses last week as negotiations were set to begin for his contract renewal (his contract ends Sept. 1), and it seemed immediately apparent that management was not particularly excited about improving his contract, nor was he particularly excited about staying.

He said he was trying to be as honourable as he could, a stark contrast to his former co-hosts Suzanne Desautels and Paul “Tasso” Zakaib, who were fired without being given a chance to say goodbye on air (though Rand put Zakaib on air via telephone and a few months later hosted a party in their honour). It all went fine until he found out about Spencer. Not that he has a problem with Spencer, or the hiring, or even the timing of such. It’s the fact that he wasn’t told that’s left him pissed.

Rand’s enjoyment of the morning job went down significantly after long-time partner Zakaib was turfed in 2009 (they had been hosting the morning show at CFQR for almost 20 years, and had co-hosted together before that for other stations since 1984). He told The Gazette in 2009 that he felt “survivor’s guilt” afterward.

The format change that came with the firings also didn’t work so well for Rand. The station wanted “more music” in an effort to boost ratings, so Rand’s time at the mike was significantly reduced as the station began to sound more like a juke box than live radio. “I’m not a DJ,” Rand told me.

In all, Rand’s career on the Montreal airwaves spans 26 years, notably with CKGM, CFCF and CFQR, but during his early years he had jobs with CJFM, CHOM and CJAD.

The announcement of Rand’s departure comes less than a month after CFQR was officially acquired by Cogeco Diffusion as part of the huge purchase of Corus Quebec, though there’s no indication of any direct link between this decision and the change in ownership. Rand himself says linking the two is “pure speculation.”

My attempts to reach management at CJFM and CFQR for comment have so far proved unsuccessful. Spencer also hasn’t gotten back to me yet. But Mark Dickie, the Q’s general manager, took time out of not returning my calls to tell The Gazette’s Bill Brownstein that “Aaron Rand has been the cornerstone of this station for years and has consistently delivered us great radio. We wish him only the best.”

The announcement

The following was said on air by Rand shortly before 7:30 Friday morning:

I have decided that I’m going to be leaving the radio station and my job here as host of the morning show. After almost 26 years of sitting down to start my day by telling a couple of stories and sharing some laughs with you, my time here is coming to an end. It’s never an easy decision to make, but as the expression goes “when it’s time, it’s time.” And now is that time.

It’s been a great run. I’ve been blessed to work with some really talented people, not the least of whom was my partner for most of those years, Tasso, who I told about my decision yesterday. And I’m also proud of the fact that as a native Montrealer I was lucky enough to work at a job I love in a city I love for my entire career. That’s truly special to me.

As far as what’s next, I don’t really know. I do know I’m not ready to retire yet, so I’m going to spend the next little while thinking about what I’m going to do next, and sleeping in. But I promise to keep you updated through my Facebook page and let you know when I know exactly what’s next. In the meantime, I’ll still be here for the next few weeks while the station goes about the business of finding someone new to fill my seat.

I want to sincerely thank everyone I’ve ever worked with on the show over the years. Talented people like Patrick Charles, Leo Da Estrela, Murray Sherriffs, Suzanne Desautels, Glenn Repas, Melody Pierson, Sandy Weigens and Pierre Arcand. And most of all, I want to thank you. You who listen every morning, especially those of you who have been loyal listeners for longer than I care to remember.

Thank you for allowing me the privilege of entertaining you for so many years. Please believe me when I say the pleasure has been all mine.

Rand said the text of the announcement was given to management beforehand, and had he known about Spencer’s impending hiring he would have deleted the sentence about sticking around as the station finds someone new.

Shortly after the announcement aired, Rand got a call from his mother (in reality, it was Zakaib, performing one of the many popular characters he brought to the morning show). Rand said the bit was a way to take the tension away after such a serious announcement.

It was good thinking. He just surprised thousands of people by telling them he’s breaking up with them after 20 years together.

Last of his era

If this seems like more than just a simple case of a long-time radio personality hanging up the mike (he’s pushing 60, but he said he’s “not ready to retire”), it’s because Rand is one of the few remaining people in commercial music radio in Montreal’s anglo market who isn’t afraid not to sound like a marketer sometimes. Where the standard procedure might have been to pretend his departed co-hosts never existed, Rand granted interview requests, spoke highly of them, gave Zakaib a chance to say goodbye on air and even organized a party in their honour for long-time listeners to attend.

Talk radio still has some true personalities, people like Mitch Melnick and Tommy Schnurmacher. Maybe it’s inevitable that the music side can no longer afford the same kind of broadcasters, and hosts across the schedule at CHOM, CFQR and CJFM (Virgin Radio 96) will all become interchangeable parts without real personalities or even last names. If people are constantly pushing for “more music”, maybe they don’t care what voice tells them what song was just played and what time it is.

If that’s true, you can hardly blame the stations for moving in this direction.

Stopped being fun

Though Rand’s departure was clearly more amicable than was Ted Bird’s from CHOM last year (Bird has since taken a job at K103 Kahnawake), there are similarities in the motivations, as hinted by Rand himself shortly after Bird’s departure:

When I read about Ted Bird (who I know only in passing) and his reasons for leaving, I was struck by one central theme. Not the fact that big corporations now control the business (it’s been that way for awhile), not that they seek to, as he said, take the craft out of the hands of the craftsmen (which naively maybe I choose not to believe) but by the fact that it stopped being fun for him. And in a business where translating that fun you feel into fun an audience can share, once you’ve lost that feeling, it’s time to move on, I respect Ted for that.

I still get up every morning (at 4 not 3) and look forward to going to work. Yes, I miss seeing the faces and hearing the voices of the friends I shared that studio with for what seems like forever, but I’m a realist. You can’t help but see and feel the business changing, and the choice is to either embrace that change, or be left behind by it.

Is it the right thing to do, am I still being true to myself as a performer by staying? Honestly, I don’t know, but I’m willing to at least give it a shot and then make that decision with a bit of perspective to reflect on. The truth is, I still have fun doing what I do on the radio every morning. The only difference is now I’m working with other talented people who offer new perspectives, a different outlook, and maybe, a glimpse into what the future of this business will become.

It’s not better, it’s not worse, it’s just different, But it’s still fun. The day it no longer is, I’ll walk away too.

On Friday, Rand agreed that a lack of fun was a big reason for leaving. “It became more and more obvious that there was less and less for me to do,” he said. “You feel at some point that you’re just spinning your wheels. It’s time for a new challenge.”

So what’s next? Rand says he would like to stay in Montreal, and would like to stay in radio, but even though having creative freedom is more important to him than money right now, obviously his options are limited. K103 already has a big-name morning man (besides, Rand jokes, he doesn’t smoke, and doesn’t want to cross the Mercier every day). Like Bird, he highly doubts the CBC would be interested in his talents. So that leaves the Astral-owned stations: CHOM, CJFM and CJAD.

Rand said he has had some discussions with Astral, but nothing has been set yet. CJAD might be a good fit for a radio host with a talent for humour, but CHOM would also work if it would be willing to give him enough freedom. The question is whether either of them is in a hiring mood.

One thing is for sure, Rand doesn’t want to retire. “I’m not for a second thinking I’m done,” he said. “I can’t imagine sitting around all day doing nothing.”

Coverage

The Gazette posted a brief based on information above, and Bill Brownstein wrote a story for Saturday’s city section.

CTV Montreal takes the story a step further and reports about a source saying Cat Spencer is quitting Virgin Radio and coming to the Q. Christine Long mentions the news during the noon newscast almost as an aside to a CHOM FM bikini parade.

Reaction

It didn’t take long for Rand’s colleagues in the Montreal radio industry to comment.

Friend of the blog Terry DiMonte comments via Facebook and Twitter that Rand, a competitor for many years, is “a class act”. DiMonte, you’ll remember, also left Montreal’s music radio market after finding it wasn’t fun anymore.

From CHOM’s Rob Kemp: “The Montreal radio landscape will never be the same. … Good luck Aaron…you are an original pro.”

From co-host Murray Sherriffs: “I sitting not 2 feet from you and my resistance to get off my chair and go over an hug is waning, you big lug.”

From former Q92 program director Ted Silver: “Aaron, You are the man. The best revenge will be the big numbers you put up at your next station. All the best my friend!. … Aaron, You had a long run as the TOP morning show. This was not by accident. The station declined and you became a scapegoat. I don’t know how things would have been if I was still there, but I do know that I would not have dismantled an iconic morning show. Keep in touch!”

From radio listener Sheldon Harvey: “I personally believe that when the history book is written on Montreal English
radio, Aaron Rand will probably deserve a chapter of his own. I feel that his ground-breaking afternoon drive show on the old CFCF/CIQC 600 is still one of Montreal radio’s shining moments in broadcasting.”

From the public, the reaction so far is supportive, but sad. Though there are some who are still ticked off that Tasso was given the boot.

Those wanting to express themselves to the Q about Rand’s departure can do so on their Facebook page (though the station has shut that down in the past to clamp down on negative commentary becoming public) or by calling or emailing management. There’s also Rand’s own Facebook page, which he plans to keep using.

Meanwhile, in other radio staffing news

The Rand and Spencer show obscured another shifting of personalities in the anglo radio sphere on Friday. Sonali Karnick, a longtime member of the CBC Daybreak team – most recently as its sports reporter – is leaving for Toronto to be a national sports reporter for CBC. Friday was her last day on Daybreak.

And similarly, it didn’t take long for a replacement to be announced. Mitch Melnick announced on his Team 990 show on Friday afternoon that his colleague Andie Bennett is heading to Daybreak to fill that void.

UPDATE: Mike Cohen reports that Freeway Frank, who used to be the morning guy at CHUM’s Kool 101.5 in Calgary, will be Spencer’s replacement at CJFM and will cohost the Virgin Radio morning show with Lisa Player.
