STM’s 747 Airport Express launches March 29

The Société de transport de Montréal had a whole thing today, inviting members of the media out to the airport to show off their new bus route. I was tempted to go, but I don’t get up before noon unless I really have to.

The route is the 747 Express bus, which finally provides a direct, non-stop link between downtown and Dorval Pierre Elliott Trudeau International Airport. It replaces an awkward public transit travel itinerary that involved taking the metro to Lionel-Groulx, hopping on the 211 or 221 and squeezing in with all the West Island kids, then either waiting half an hour at the Dorval train station or walking across the entire airport parking lot to get to the terminal.

It also replaces La Québécoise’s Aérobus shuttle service between the bus station and the airport that used to run every half hour and cost $16. (And that was already much cheaper than the flat-rate $38 for a cab from downtown to the airport.)

TRAM 3 at Longueuil: Right decision for the wrong reason

This morning, apparently, the Montreal Metropolitan Community (which coordinates issues affecting Montreal and its suburbs) decided that, beginning in July, the Longueuil metro station would be subjected to the same fare rules as those in Laval: Montreal passes would not be accepted, and users would instead need a TRAM 3 multi-zone pass to enter the station.

The news came out not through the STM or the MMC, but via Longueuil mayor Caroline St-Hilaire, who sent out a press release expressing her outrage:

“Je ne peux pas et je ne vais pas cautionner ça!”, a déclaré Caroline St-Hilaire, en indiquant que toutes les dispositions nécessaires seront prises pour que l’entente signée et valide jusqu’en décembre 2011 soit respectée.

This led to stories at Radio-CanadaCyberpresse and Rue Frontenac, which follow the narrative St-Hilaire has created. Metro goes a bit further, adding that about a quarter of people who use the Longueuil metro use the $70 CAM instead of the $111 TRAM 3. (UPDATE: The STM’s Odile Paradis says it’s more like 15% of users, or 3,000 to 4,000 people.) The TRAM 3 gives access to the Réseau de transport de Longueuil bus network and the Agence métropolitaine de transport’s commuter trains in Longueuil.

Why this change? Well, it makes sense, especially considering what’s going on in Laval. The AMT has established zones for transit that crosses into multiple territories, and Longueuil is clearly in Zone 3. The fact that it accepts CAMs just like the rest of the STM network is more historical than anything. That’s just the way it’s been.

Even St-Hilaire accepted, it seems, that this would eventually change after 2011. But she’s mad that Montreal and the STM appear to have gone back on their word and is doing this ahead of schedule.

(The Parti Québécois, meanwhile, jumps on an opportunity to pander to suburban voters and demands that government step in to not only reverse the decision but to reduce the fares for Laval users as well.)

This is happening, St-Hilaire says, because of Laval mayor Gilles Vaillancourt, who is refusing to pay for Laval’s share of the taxpayer cost of the metro because he feels his city is being discriminated against. So he decided to take the transit system hostage until Montreal acquiesced to his demand that Longueuil be treated the same as the Laval stations.

Ironically, while this decision would theoretically mean that Laval will start paying its share, the release also says that Longueuil will refuse to pay its share for the metro until further notice.

Vaillancourt, meanwhile, says his city will now start paying its share of the STM’s metro deficit, but it won’t pay retroactively for the years that Laval paid more and Longueuil paid less.

This is absolutely ridiculous. These mayors are all acting like children, and apparently no adult is either able or willing to step in. Instead of suing Laval so the city lives up to its contract, or having the provincial government step in and order them to respect their agreement, everyone is acting as if Vaillancourt has a legitimate bargaining chip in his hand and is bending over.

Still a good idea

If St-Hilaire is right and there is an agreement until 2011, then the decision should be overturned and postponed until then. But requiring a TRAM 3 pass at Longueuil just makes sense.

The people who will be affected by the change are people who don’t use the RTL bus network, either because they live near the metro station (a tiny minority) or because they drive to it in their cars. We’re talking about 3-4,000 people, including those who park in the 2,370 parking spaces outside the Longueuil metro. And to park there, they have to pay about $100 a month in parking fees. In other words, if they’re taking the bus from home and using a TRAM 3, they will pay significantly less ($111) than they did parking at the Longueuil metro and using a CAM to get into the station ($170). Less convenient, but cheaper.

Perhaps there’s a group of people I haven’t considered who would be driven into bankruptcy by this decision, but I can’t imagine they will be a large number.

Of course, St-Hilaire loses nothing by taking the stand she takes. Longueuil people like to use their cars, and they like not having to pay for things if they can get away with it. Just like everyone else.

It’s time for Longueuil to realize that it is a suburb, and transit is more expensive there because of that. And it’s time for politicians in all three cities to realize that holding your breath and screaming “NO NO NO!” is not a valid negotiation tactic.

At least, I desperately hope it’s not.

UPDATE (Feb. 5): Nathalie Collard of La Presse agrees that this is silly, as does Projet Montréal, which suggests reducing the number of trains going to Laval and Longueuil.

Opus subscription comes with guarantee

The STM has launched its Opus subscription program, which allows people to register for automatic Opus card renewal through pre-authorized credit card payments or direct deposit.

Though the service offers no financial incentive (like a 12th month free), it does come with a replacement guarantee, which means that if you lose or break your Opus card, you can get it replaced, with the fare on it, for only the cost of the card itself.

The Opus system was supposed to offer this for all card holders, but for some reason it has been delayed. So far it is only offered for cards that come with photo ID.

STM sweetens late fare increase with money-savers

With only two (weekend) days left until people start buying passes for 2010, the STM finally announced its fare schedule for the new year, 17 days after what we would normally consider a deadline.

There are modest increases – the price of a regular monthly pass goes up 2.2% to $70 – but the price of a cash fare remains frozen at $2.75 ($1.75 reduced fare), and the price of one-day and three-day tourist passes is actually going down significantly.

The transit agency is also sweetening the deal with some incentives.

Like the AMT and STL, the STM is putting forward an annual Opus subscription that would save the hassle of waiting in line on the first of every month. However, unlike the STL and AMT system, the STM does not offer a 12th month free under this system. It has practical advantages, but no financial ones. (Also, ironically, because the STM was so late with this announcement, it’s too late to sign up for this for January.)

For those eligible for reduced fare, a similar system over four months does offer a financial advantage. In effect, those who pay the $148 in advance will be spared the fare increase and pay only $37 a month. Assuming they have $148 of unexpected mad money to spend, which all people on reduced fares obviously do.

For those who care, the STM is allowing people with Air Miles to use them to buy passes. It’s 610 for a regular-fare monthly pass, 330 for a reduced-fare pass. This works out to 20 miles a day, or 10 miles in each direction on a regular fare, which actually sounds pretty accurate when you think about it. The STM suggests this as a “great present” – presumably with a straight face. This will be available from Dec. 23, so you can use it for your January pass.

Cheaper to be a tourist

It’s kind of buried in the press release that the STM “with adjust the prices” of tourist passes, but they’re actually going down by a considerable amount (18% and 20%). This changes the dynamics of when to get these passes.

A one-day pass is worth 2.5 cash fares, or 3.3 trips when you buy them 10 at a time. Which means if you’re planning 3-4 trips in a day, it makes much more sense to get a one-day pass. Similarly, the three-day pass is $14, which is 5.1 cash fares or 6.7 Opus trips, working out to 1.7 and 2.2 trips per day respectively. So if you’re having a friend over from out of town, and planning to use public transit, the three-day pass makes much more sense now.

It also puts more distance between the three-day pass and the seven-day weekly pass at $20.50. Of course the weekly pass still has a set week (Monday to Sunday) even though it’s only available on Opus and changing that would seem easy enough to do. The three-day pass is over any three consecutive days.

And the politics

There’s a bunch of stuff about partnerships and service levels in the press release that even I glazed over. Feel free to read it if you like that stuff.

It should be noted that this fare increase was not approved at a public meeting of the STM board. I’m not sure what secret gathering occurred to come up with this, but it wasn’t done democratically.

And the opposition wasted no time speaking up issuing populist press releases. Richard Bergeron says the modest increases are still too much and he’s calling (after the fact) for a freeze in transit fares for 2010.

Vision’s Elsie Lefebvre just whines, saying hikes are “unacceptable” but implying they’d be okay with it if it was just the rate of inflation. This is particularly hypocritical considering Brenda Paris, who’s now with Vision Montreal, was on the STM’s board for all those years, and I didn’t hear a peep of complaint out of her when they approved all those fare increases.

Transit agencies aren’t giving enough notice of fare increases

Late November has always been transit fare increase season, as the various agencies rush to approve fare hikes in time to give users the requisite 30-day notice.

But in the past couple of years, the transit agencies have been lazy, pushing late November into early December, giving people only a few weeks to prepare.

Now, this may seem trivial. In the past, the only real effect of cutting it this close has been printing monthly passes without prices on them (AA$ and BB$) for January and February. But it seems just another disrespect of users for these transit agencies to not follow their own rules.

La Presse points out that the STM and RTL haven’t yet given notice of their fares for 2009, the STL didn’t respond to say whether or not it had, and the AMT has apparently given notice to the government but not its users about fares for 2010.

The 30 days notice comes from Quebec’s law concerning public transit corporations, section 90:

90. Une société établit, par règlement, différents titres de transport et en fixe les tarifs selon les modalités et pour les catégories d’usagers qu’elle détermine.

Tarifs.

Le secrétaire publie ces tarifs dans un journal diffusé dans le territoire de la société et les affiche dans les véhicules de la société. Ils entrent en vigueur le trentième jour qui suit cette publication ou à toute autre date ultérieure qui y est fixée.

Entrée en vigueur accélérée.

Cependant, lorsque la société est d’avis que des circonstances exceptionnelles le justifient, les tarifs peuvent entrer en vigueur à compter du dixième jour de leur publication pourvu qu’elle publie également les motifs de sa décision.

It’s unclear if the transit agencies are ignoring the law, if this law somehow doesn’t apply to them (or maybe I’ve read it wrong) or they’re using that “exceptional circumstances” rule.

One thing is clear, as far as public notice goes, this is becoming a habit. Last year, the RTL, STL and AMT all announced fare schedules less than 30 days before Jan. 1. Only the STM announced its fares in November.

There are no exceptional circumstances. We should have fare tables by now.

Tremblay perpetuates STM’s giant “fuck you” to users

Back in August, during the municipal election campaign, I opined about the fact that Brenda Paris, a candidate for the Vision Montreal party, sat on the board of directors of the Société de transport de Montréal, in a seat reserved for transit users. Of the nine seats on the board, six are filled by city councillors, one by a politician from on-island suburbs, one by a representative of transit users and one by a representative of paratransit users.

I suggested that, since Paris has essentially become a politician, she should give up her seat so that the board could have a representative who wasn’t a politician. It’s nothing against Paris, and if she was elected to city council I would have welcomed her appointment to the board, but filling a seat designed specifically not to be filled by a politician seemed improper.

Brenda Paris lost her bid for election to city council. She came in third in the race for Côte-des-Neiges/NDG borough mayor, behind Union Montreal’s Michael Applebaum and Projet’s Carole Dupuis. Since she was no longer part of the party in power (she was president of the Union Montreal party when reappointed last year, before jumping to the opposition), her days on the board were clearly limited.

Today, Mayor Gérald Tremblay announced the new makeup on the board of the STM. And the new person to fill the seat reserved for transit users? Michel Labrecque, another politician. Labrecque lost his bid for mayor of the Plateau, coming in third (notice a pattern here?) behind Projet’s Luc Ferrandez and Vision’s Guillaume Vaillancourt.

Among the other changes, two new faces are being added: Jocelyn-Ann Campbell, city councillor in Ahuntsic-Cartierville, and Monica Ricourt, borough councillor in Montreal North. They replace Marcel Tremblay (the mayor’s brother, who lost the race for Villeray mayor) and Monique Worth, borough mayor for Pierrefonds-Roxboro (cutting down West Island representation on the board). Remaining incumbents are Marvin Rotrand (STM vice-president, city councillor for CDN/NDG), Dominic Perri (city councillor for St. Leonard), Bernard Blanchet (city councillor for Lachine) and Marie Turcotte, representative for paratransit users. A final seat will be filled by the suburbs, and since Westmount Mayor Karin Marks has retired, it will probably be a new face.

It goes without saying that all of the politicians on the STM board are Union Montreal members. Vision Montreal even sent out a press release complaining that Paris was being replaced by Labrecque, and saying it would “leave transit users without an independent and fair representation”. Apparently, they believe that it’s more important to have an “independent and fair” representative of the opposition party than of transit users.

Like with Paris, I have nothing against Michel Labrecque personally. In fact, I think he’ll be a very good chair for the STM. But, like Paris, he’s a politician (one who failed spectacularly at a run for office), one loyal to the mayor’s party, taking a seat reserved, at least in spirit, for non-politicians. Unlike Nathalie Collard, I don’t think this is a “justified” exception.

This is the kind of stuff I expect (and have seen) from student politicians: reserving seats on committees for the general public and then filling them with their politician friends (or failed politician friends) under the argument that politicians are people too.

Mayor Tremblay found a loophole to appoint one of his friends on the STM’s board. It’s good for Labrecque, and may even improve the functioning of the transit agency. But it comes at the expense of democracy and silences the voices of humdreds of thousands of transit users.

It’s time to either change how this seat is appointed (so that transit users choose their own representative) or end this farce of democracy and admit the city and the STM don’t give a rat’s ass about hearing from the public.

New deadline for Opus renewal: Nov. 15

The AMT and STM have decided to give reduced-fare Opus users a one-time grace period to renew their ID cards (probably since many of them – including my little brother – didn’t know they had to renew their cards, thinking they were good for two years).

Students now have until Nov. 15 (which I guess means they can buy their November passes but they can’t use them past that date?)

The STM says it is buying ads on Facebook to reach many of those students and remind them of this weird new policy.

In early September, when students had to line up for hours to get photo ID Opus cards to take the bus and metro to school, the STM suffered the wrath of users and the media, and appear to be committed to not repeating this problem.

In order to handle increased demand as students renew their Opus photo ID cards, they have setup new temporary locations at Berri-UQAM, Côte-Vertu, Lionel-Groulx, Honoré-Beaugrand and Jean-Talon metro stations, as well as the Fairview bus terminus in Pointe-Claire.

But, as if they were trying to make this whole thing as complicated as possible, there’s one set of locations for renewing cards, and an entirely different set for replacing cards. And they all have different opening hours (and days).

I noticed as I passed by the Mont-Royal metro today that a new bin has been installed next to the paper recycling. A yellow bin marked “contenants” is the STM’s first which accepts plastic and glass bottles, milk/juice cartons and aluminum cans.

Though the main issue in the metro for the past decade has been the free Metro newspaper, it’s always been a bit silly that non-paper recyclable materials couldn’t be collected in the metro system.

Hopefully installation of these bins throughout the network will come fast, and the amount of unrecyclable garbage that goes out will get greatly reduced.

UPDATE (Oct. 27): The STM has begun a three-month pilot project with such bins in “islands” (together with trash and paper recycling bins) at Mont-Royal, Champ de Mars and Snowdon. Once the project is finished in mid-January, the bins will be expanded throughout the network.

Last week, the metro went down. This kind of thing happened, but this system interruption seemed more serious than most. First of all, it affected more than one line. In fact, more than half the metro system was non-functional because of a power failure, which also forced some trains to stop in mid-tunnel and people to be evacuated along the tracks.

I was on online duty at the Gazette when this happened, so along with reporter Jan Ravensbergen I kept the story updated, scouring social media (particularly Twitter) for updates, pictures and testimonials. That’s how I learned about the in-tunnel evacuations. One thing I couldn’t do was just check out the STM’s website, because though the interruption knocked out dozens of stations on three lines and lasted for longer than an hour, there was nothing posted there about it.

The STM has been doing some fun things with technology, like delivering schedules by text message. But one thing it’s seriously lacking is a real-time update system about the status of the metro.

One commenter suggested using Twitter. It certainly couldn’t hurt. The delivery system isn’t too important. What matters is that when someone presses the button that creates an automated message relayed to passengers through the public-address system, that computer should also update the website, post a Twitter message, add a notice to an RSS feed, or all of the above, noting the problem.

Without this, journalists have no choice but to bug the STM’s PR people every 10 minutes to check the status of the system, and regular people have no way of knowing. That seems like an awful waste of everyone’s time.

Surely some simple solution to this problem can be found.

In case you haven’t heard, the STM opened elevators in two metro stations on Monday.

They made a big splash of it (two press releases), bringing out adapted-transit-user-representing board member Marie Turcotte to demonstrate them for the cameras.

Media coverage was light: CTV, CBC, Metro. The Gazette had a photo after the fact, but a Bluffer’s Guide that morning (written by yours truly) explaining a bit of background, like the fact that only the orange line is accessible, and this little matter with the trains themselves:

The suspension system on the train cars doesn’t keep them perfectly level with the platforms. Depending on how many people they are carrying, the floor level could be up to five centimetres above or below the platform level, making it difficult for wheelchairs (especially electric ones) to cross the gap. Right now, they’re having people accompany wheelchair users with special ramps that cross the gap (riders can refuse this help if they feel they don’t need it). The next generation of métro cars, which are still years away, will solve this problem.

I took the elevators at Lionel-Groulx a couple of times for fun. Ran into an old lady who got confused and took the wrong one. Use of the elevators was very light, which is either a testament to how well designed the station is or how little people know about the elevators so far. (They’re not reserved strictly for those with low mobility.)

One thing I only noticed when I travelled there today was that the Lionel-Groulx station now has an automatic butterfly door:

For those who don’t know, the butterfly swing doors are installed at entrances to metro stations because they can be opened despite a difference in pressure on either side, which happens often when you have trains coming into and leaving the station pushing all that air around. But this is the first time I’ve seen one that’s attached to a motor.

Quick redesign

Oh, and remember that point I made about the design of the panels next to the elevators potentially leading people to confuse the emergency button for a call button? Well, it looks like there was a quick redesign of that panel:

It’s possible this was part of the plan all along and these decals just didn’t get installed until after the elevators opened, but to me that seems unlikely.

STM open house this Sunday

I’m sure you’ve heard about it by now, but a reminder that the STM is holding a rare open house at its Legendre garage next to Henri-Julien Park near Crémazie metro on Sunday, Sept. 13, from 8am to 5pm.

The FAQ is here. The open house includes a 75-minute guided tour, for which they require registration at a specific hour.

The Legendre garage got a $102 million makeover, particularly to handle the new articulated buses that the STM is putting into service this fall. Those will be on display, along with a bunch of other stuff that’s a mix of cool behind-the-scenes information and PR BS.

The Agence métropolitaine de transport has announced that, starting Wednesday, it will be communicating with customers via a page in the free daily 24 Heures once a week. The first such page, announcing their new train cars, is available as a PDF. It appears on Page 12 of Wednesday’s edition.

If this idea sounds eerily similar to the Info STM page in Metro, it’s no coincidence. It all goes back to how these two newspapers got started.

A tale of two free commuter dailies

Metro began publication on March 1, 2001, a partnership between Swedish-based Metro and Montreal-based Transcontinental. A key part of the business plan for this newspaper was a deal it struck with the Société de transport de Montréal (then the Société de transport de la communauté urbaine de Montréal or STCUM). In exchange for exclusive distribution inside the metro system, the newspaper would give 2% of its advertising revenues (guaranteed at $900,000 for the first three years) to the transit agency. It would also give a free page in every issue to the STM so it could more easily offer information to metro users.

Before Metro’s first issue went out the door, Quebecor Media launched a campaign against the deal. Cease-and-desist letters went out to both the STM and Metro, followed by a lawsuit. Even a letter from former Prime Minister Brian Mulroney, a member of Quebecor’s board of directors. Quebecor’s argument was that a restriction against other newspapers distributing freely in the metro was a violation of its right to free expression.

The lawsuit was rejected in 2003, and in 2005 the Supreme Court of Canada refused to hear an appeal. (A similar lawsuit happened in Philadelphia against Metro, and it too ended up losing in court.) Quebecor was clearly not going to win this battle in court.

24 Heures, Quebecor’s answer to Metro, was launched as Montréal Métropolitain less than two weeks after Metro began distribution. Because of the agreement between Metro and the STM, the paper is distributed outside metro stations. And because of Montreal’s ban on newspaper distribution boxes, the company has to hire people to actually hand copies out to commuters. Without a distribution system in the metro, 24 Heures suffered, and constantly lags behind Metro in circulation figures.

At some point since its launch, 24 Heures decided to focus more on places Metro doesn’t distribute (which is basically everywhere outside the metro). One of those places is commuter train stations, where you’ll find yellow 24 Heures boxes but no Metro.

So it makes sense that the AMT and 24 Heures team up with this page.

What’s unclear is whether the AMT is paying 24 Heures for this page, or whether it’s being offered as part of an agreement with the AMT. I’ve asked the AMT about it, and will update this post with what they say.

Fall STM schedules: New buses to Nuns’ Island, airport

The STM has released fall schedules for its bus network, which take effect on Aug. 31. Two significant changes are worth noting:

  • The creation of the new 21 Place du Commerce, which provides one-way morning-only service from the LaSalle métro station to the Place du Commerce and Bell campus on Nuns’ Island. The idea is apparently to provide quicker access from Verdun to the Bell campus in the busy morning rush hour. Workers presumably have more time in the afternoon rush and can take the 12 bus like everyone else.
  • The 209 Des Sources bus, which you’ll recall is now an all-day bus (Monday-Friday only) has been extended to the terminal at Dorval Airport. This helps with a big complaint from users who before would have to wait up to half an hour at the Dorval train station because the only bus to the airport was the infrequent 204. (This extension was on the summer schedule for the 209, but for some reason is only being announced now.)

A minor change (I’m sure there are others): the 350 Verdun/LaSalle night bus now ends at Newman and Airlie instead of the Monette-Lafleur terminus.

Proof-of-payment system

According to the schedule set in May, the STM is supposed to move to a proof-of-payment system starting Sept. 1. This means that you must carry your Opus card or ticket with you at all times in the metro system or on buses, otherwise you can be fined. (I assume there will be a grace/warning period before any actual fines are given in this way.)

New map

If you haven’t seen it yet, the new 2009 system map (WARNING: 10MB PDF file) currently being installed in metro stations is more colourful than previous versions. Among the changes, dated June 22: “rapid transit” routes (express and reserved-lane buses) are shown in green, and Monday-to-Friday-all-day buses are given their own category in the legend, separate from seven-day routes and rush-hour-only routes.

Open house

And while I have your attention, the STM is having an open house at its Legendre garage in Ahuntsic on Sunday, Sept. 13. Registration and the tour are free, and there are shuttle buses from the Crémazie metro station that will bring you there, since there’s no parking on site.
