A time to remember – unless The View is on

People who follow me on Twitter know that one of my pet peeves is when the broadcast networks don’t air major live news events, preferring to relegate them to their all-news networks (if they have them) and/or websites.

Various arguments have been brought forth to justify this. Very few people don’t have access to all-news channels anymore. There’s less interest in live coverage of boring things. People who want it can get it online.

In the end, the biggest factor is money, with a little help from the CRTC. Simultaneous substitution rules encourage Canadian broadcast networks not only to run American programming, but to run it at the same time as the American stations do. They also, therefore, discourage Canadian networks from running Canadian programming during peak hours. As a bonus, relegating important programming to cable channels makes it more likely that people will subscribe to those channels, meaning increased subscription revenue.

In short, this is why we see regular-season NFL games Sunday afternoons on CTV, but all CFL games – even the Grey Cup – air on TSN instead. It’s not a question of ratings, because the Grey Cup gets huge ratings in Canada. It’s because the NFL games are on CBS, NBC, ABC and Fox, while the CFL games aren’t.

It’s win-win for the networks, while the only people who lose are Canadian viewers.

In the past few years, there has been a trend where live national and regional events don’t get carried on the broadcast stations. Elections are a prime example. Often election nights (particularly provincial elections where a local station would likely have to go it alone or in a small group) get little if any live coverage. Other major events not involving attractive British royalty getting married are also less likely to be seen on local over-the-air television stations.

During CTV Montreal’s noon newscast on Thursday, it was mentioned that there would be live coverage of Remembrance Day ceremonies at 11pm 11am Friday … on CTV News Channel.

Sure enough, looking at the schedule, I don’t see a Remembrance Day special on CTV’s main network.

As it turns out, there was a noting of the occasion on the network, and it was done in the most half-assed way I can think of. It was a video that looked like it had been created in the 90s (it wasn’t in HD, though some footage was in letterboxed 16:9) of the national anthem being played over stock footage of old veterans marching, followed by a trumped playing, and then two minutes of silence while old black and white war photos appeared on screen.

The video lasted a grand total of six minutes, from 10:56 to 11:02. Then it was back to regularly-scheduled programming already in progress.

What was so important that it couldn’t be pre-empted more than two minutes for Remembrance Day?

The View.

Yeah, that Barbara Walters female-panel talk show. And it’s not like it’s a special episode or something. No, when CTV cut to it, it was in the middle of a conversation on interracial dating.

The cut was half-assed at the beginning, too. The video cut into the Marilyn Denis show (an original CTV production) in mid-sentence, while they were discussing some fashion makeover. This bothered me a bit more because there’s no simultaneous substitution argument. Rather than simply cancel the show for a day, or make it four minutes shorter, or have four fewer minutes of advertising, they let it run as normal and just cut into it.

It’s not like this is breaking news they didn’t know was going to happen. Remembrance Day is not a surprise.

It’s a stunning lack of respect for the viewers of both programs, but that seems pale in comparison to how it treats veterans.

Every year, we get news stories about malls refusing access to veterans to sell their poppies, followed a day or two later by a follow-up story saying the mall’s management had changed its mind or that there was a misunderstanding. This year we had stories about people stealing poppy boxes. Each time the news is met with outrage.

Every year, news anchors and reporters wear the poppy religiously, knowing a failure to do so could result in the wrath of viewers.

And here we have CTV, which couldn’t be bothered to carry more than six minutes of Remembrance Day coverage because of two entirely forgettable daytime talk shows. It’s not like it would have cost them anything, since they were already producing special coverage for CTV News Channel.

Where’s the outrage?

How the networks covered Remembrance Day

  • CBC: A two-hour special on the main network and CBC News Network
  • Radio-Canada: A two-hour special on the main network and RDI
  • CTV: Six minutes on the main network, live coverage on CTV News Channel
  • Global: A one-hour live special, plus a half-hour documentary on Canada’s last WWI veteran
  • TVA: No live special on main network (outside of regular news coverage). LCN checked in with ceremonies occasionally as it would car crashes or other stories

  • Télé-Québec: Nothing
  • Sun News: Full live coverage
  • CPAC: Full live coverage
  • Assemblée nationale: Business as usual, minus a moment of silence at 11am
(Not being able to watch a dozen channels at once, it’s possible I missed brief acknowledgments of Remembrance Day from some of these stations. If you saw one, let me know.)

The radio stations weren’t much better. While CBC and Radio-Canada had moments of silence (which is eerie and confusing on radio), commercial music stations treated the matter briefly. CKBE 92.5 marked the passing of 11am with a call to remembrance, and CJFM 95.9 had a moment of silence (which lasted no more than 30 seconds).

Yearning for local television

Last month, CBC television aired a half-hour special program called Secrets of Montreal.

The show, hosted by evening news anchor Debra Arbec, talked to some figures in the anglo Montreal cultural community about some of their cultural “secrets”. The guests include some pretty big local names, like comedian Sugar Sammy, filmmakers Jacob and Kevin Tierney, chef Chuck Hughes and musician Melissa Auf der Maur. They talk about restaurants, bars, urban spaces and other things they love about this city.

This, all in high definition (actual HD, not the fake HD we see on the newscasts). I actually can’t think of another program produced for a local audience by any of the three anglo broadcasters in this city that was done entirely in HD.

Secrets of Montreal host Debra Arbec

It’s not the greatest half hour of television ever (that soundtrack gets annoyingly repetitive after a while, for one, and some people have noted the Travel Travel-esque vibe), but it’s the kind of thing I’d love to see more of: local programming that isn’t confined to a newscast.

Even though Montreal has three local English-language television stations (four if you include the multiethnic CJNT/Metro 14), none of them air original local programming that isn’t either confined within the schedule blocks of their newscasts or done from their news sets. Not to take away from the quality of local news being produced by these stations, but there are some things we’d like to see that can’t be converted into a two-minute news package or six-minute sit-down interview.

Seeing this show was a breath of fresh air, a sign that maybe the CBC was starting to rediscover the idea that its programming should reflect not only the national culture but the local one as well. And I was hopeful that this was a sign the local stations were getting more control over their programming schedules and/or budgets, being able to work on special projects like this.

But I was disappointed somewhat when I discovered through Google searches that this idea didn’t come from CBC Montreal. “Cultural secrets” shows were produced across the country: Ottawa, Toronto, Winnipeg, Vancouver and apparently other places as well. All were done to coincide with “Culture Days” and the CBC’s 75th anniversary. All followed roughly the same idea, and all aired Sept. 29th at 7:30pm, in the timeslot normally reserved for Jeopardy. (In fact, for Videotron illico users, the show was listed as an episode of Jeopardy, and remains labelled as such on my PVR. This may have resulted in many potential viewers missing the show.)

What bugged me about this national congruence was that it reminded me how much of what happens locally at the CBC is actually decided nationally, imposed on the regions in a cookie-cutter fashion.

It reminded me of Living [insert location here], the regional lifestyle show duplicated across the country that was cancelled during the big round of budget cuts in 2009. At least that was regular programming instead of a one-off show.

When I start giving more serious thought to proposals of radical changes at the CBC, this is one of the reasons why. The other stations are doing daily local newscasts (and, unlike CBC Montreal, they don’t take the weekends off). If this network is going to be funded mainly through government financing, shouldn’t it offer something different?

I’m aware of – and sympathetic to – the budget constraints faced by CBC and its Montreal television station. But English Montreal (and, for that matter, English Quebec) is a linguistic minority, and one would think the CBC would be a leader in giving this community a voice. Lately, it’s seemed more like an also-ran, which is particularly outrageous considering how little is done outside of news at CTV and Global.

The contradictory stock photo

I find it funny how the lady in the Sun News Network promo complaining about how “political correctness has run amok”:

This is, of course, a stock photo. I tracked it down to German photographer Martina Ebel, who sells it through various stock photo sites. She confirmed the photo was hers, though she didn’t give me information about the model, who appears in dozens of other photos taken by Ebel.

I’d be willing to put money on the assumption that this nice-looking old lady is not Canadian, has never requested financial assistance from the Quebec government, and has never watched the Sun News Network.

But that’s not important, right? What’s important is the illusion that this photo represents an actual person we can relate to, and who are news media or the government to dispell us of the false impressions they planted in our minds?

Besides, it’s so heartwarming that right-wing media blowhards and left-wing government money wasters have at least one thing in common: the same taste in generic old women.

CBC open house this weekend

As part of its 75th anniversary, and on the weekend of Culture Days/Journées de la culture, CBC and Radio-Canada stations across the country are opening their doors to the public and showing them around.

Among locations in Quebec are:

Pretty well everywhere that creates programming.

Specific crowd-pleasers are planned in various large cities, though on the English side it’s mostly in Toronto, Ottawa and Vancouver.

At Maison Radio-Canada, where understandably most of the interesting stuff will be in French, there’s still plenty of interest for anglos. Besides the tours and personalities, a Hockey Night in Canada display is promised, as well as opportunities for kids who are fans of CBC Television’s children’s programming.

The Montreal building on René-Lévesque Blvd. will offer guided tours, one a short one of about an hour and another a longer one of an hour and 45 minutes. The CBC Montreal and Radio Canada International portions are included only in the longer tour. (See a full list of attractions in this PDF flyer)

Doors are open from 10am to 4pm on Saturday and Sunday. On-air TV stars like Debra Arbec, Andrew Chang and Amanda Margison have said they’ll be around for about lunch time on Saturday.

You might recall that CTV Montreal held open houses in 2009 and 2010. In both cases the studio considered the events a huge success, and though there is definitely a desire to repeat the process in the future, there aren’t any specific plans yet for another one.

Mike Le Couteur is going to Ottawa

They may have an inferior hockey team, but there’s something about Ottawa that is seducing our anglo TV journalists. CTV’s Daniele Hamamdjian a year and a half ago and CBC’s Amanda Pfeffer earlier this month have both headed west for new jobs with their networks in the nation’s capital.

In hindsight, the trifecta was inevitable. Global National announced via Twitter on Friday night that Mike Le Couteur will become its new Ottawa correspondent. Le Couteur effectively replaces Peter Harris, who left in August to become executive producer of Power and Politics at CBC.

“There’s not too much behind the move except for the cookie-cutter response of I wanted a new challenge,” Le Couteur wrote to me in an email, displaying the matter-of-fact honesty he’s been known for. “I’ve been at Global Montreal for about 13 years (almost the start of the station).”

“Every reporter’s goal is to do the big stories and work on the national scene. So when Peter Harris left about a month ago, I saw it as a great chance to move up but not move too far from home. I had spent seven weeks in Ottawa replacing Harris in 2010, so I have a good idea of the challenge which awaits me, and I’m really excited!”

Le Couteur doesn’t have a start date yet. He’s still in Montreal, doing stories based on opinion polls as part of Global’s “Canada’s Pulse” series. He’ll also be filling in for Montreal-based national reporter Mike Armstrong over Thanksgiving.

“So I figure that I’ll be heading down (or up, I never really know) the 417 in about 3 weeks or so,” Le Couteur says.

I asked him if I could relay a message to his viewers (insert joke here about Global Montreal’s ratings). His response was this:

“If there’s one thing I’d love for you to tell our viewers (across the province), it would be thank you. It’s extremely cliché to thank people for allowing me into their homes as the 11pm anchor and reporter, but it really has been an honour.  And you can bet I’ll be bringing my Habs jersey with me to bug all those Senators fans!”

Behind the scenes at CTV Montreal

Last week, I scored an invitation to be inside CTV Montreal as the station inaugurated a new set they had spent about a year preparing for and months constructing. I spent a day there and watched the noon and 6pm newscasts from the control room, and the time in between getting an idea what goes on between the newscasts.

Above is a video that shows the beginning, middle and end of the first newscast in the new studio as seen from the control room. (I’ve included a graphic to show when what you see is live and when it’s pretaped).

Specialty channel war is screwing customers

UPDATE (Nov. 23): We have a truce! RDS2 has come to Videotron, while TVA’s channels including TVA Sports and Sun News are coming to Bell TV.

This fall, two new all-sports networks are being launched. One, RDS2, is owned by Bell Media. The other, TVA Sports, is owned by Quebecor’s Groupe TVA.

Personally, I think this is good news. Competition for viewers will do good things, like bring Montreal Impact games to the TV screen. And the CRTC has determined that sports channels – currently the most profitable format – are healthy enough that they shouldn’t be restricted from competition. (Not healthy enough for Radio-Canada and Rogers to jump in the fray, but still healthy).

But you can’t get TVA Sports if you’re a subscriber to Bell TV. And it’s not clear if you’ll be able to get RDS2 if you subscribe to Videotron (it has deals with only Bell and Shaw so far). That may change (RDS2 is most likely doomed to failure if it can’t get Videotron carriage), but even if it’s just a delay, this is yet another example of two companies whose affiliated television distribution services are giving undue preference to their affiliated specialty channels.

Another example in the sports sphere is TSN Habs, a part-time regional offshoot of the TSN channel that has regional English-language broadcast rights to some Canadiens games. It’s available on Bell TV, but not on Videotron, despite Videotron’s huge subscriber base in Quebec, where I understand the Canadiens are popular – even among anglophones.

Sports isn’t the only type of channel where this problem exists. In the past few years, broadcasters have applied for and received dozens of licenses for unregulated specialty channels – the so-called “Category 2” channels that aren’t protected from competition and have low requirements for Canadian and original content. In exchange for some liberties in programming, the channels have no guaranteed carriage, so cable and satellite companies can choose whether or not to include them in their lineups, and the broadcasters can choose to charge whatever they would like.

Quebecor has been particularly active in this field, launching a bunch of new channels (including TVA Sports), many of them in high definition. In all cases, those channels are immediately carried on Quebecor-owned Videotron’s cable system, but few of them are on Bell TV.

To give you an idea of what’s going on here, I’ve compiled a table below of specialty channels owned by the big cable and satellite companies (Cogeco is included for reference, but doesn’t own any specialty channels). I’ve limited the list to those channels that are either Category 2 (unregulated, with no guaranteed carriage) or that have high-definition feeds available.

I’ve marked in bold where a service is offered by the affiliated distributor that is not offered by at least two of its competitors, suggesting undue preference. I’ve marked in red where the opposite is true, where a service is not offered by the affiliated company but is offered by at least one competitor.

**The situation with Sun News is complicated by the fact that a conventional TV station was broadcasting its content. Rogers, Cogeco and Bell carried the conventional signal, but Sun News asked Bell to pull the channel or start paying for it.

You can see in the chart 12 instances among the 37 channels where there is evidence of undue preference. This does not necessarily prove such a thing – there could be all sorts of reasons to choose whether or not to carry a channel – but it’s annoying nonetheless for customers who want a certain channel and can’t get it for no apparent reason other than it’s owned by the wrong cable company.

You’ll also see four (UPDATE: five) instances where a service isn’t offered by the affiliated company. It’s worth noting that all of those services predate their ownership by the affiliated cable/satellite company.

The CRTC actually has a rule against this sort of thing. It’s called “undue preference”, and it is supposed to prevent just this sort of thing. The problem is that it’s hard to prove. Negotiations between broadcasters and distributors are secret, and we don’t know how much each distributor is paying for each channel.

Still, this may come to a head soon. Sun News has filed a complaint with the CRTC alleging undue preference on the part of Bell when it pulled the station’s signal and refused to pay for it.

Hopefully the CRTC will take a close look at this issue and do something about it before the flood of new channels makes the problem – and viewers’ frustrations – even worse.

Quebecor begins hypocritical outrage campaign

UPDATE (Sept. 20): QMI Agency has published a joke of a news article by Raphaël Gendron-Martin. It quotes only TVA’s Pierre Dion bashing Bell and Cogeco for not carrying TVA Sports, and makes no apparent attempt to contact Cogeco or Bell for comment. The hit piece appears in the Journal de Montréal (on the front page), 24 Heures, TVA Nouvelles and Argent (twice). Dion also appeared on LCN and TVA’s Salut Bonjour, where again no apparent attempt was made to contact Cogeco or Bell for comment, no mention was made of RDS2 or TSN’s Habs channel not being on Videotron, and Dion went unchallenged on anything he said. (In the case of Salut Bonjour, it’s clear host Gino Chouinard is being fed his questions and even refers to Dion as “boss” at the end.)

Despite what I am unfortunately forced to conclude (to use Dion’s logic) was an organized misinformation campaign from Quebecor that abused its media power, Cogeco did respond by way of an open letter (PDF) that was also published on Facebook. Cogeco said it was interested in carrying TVA Sports and even made an offer that TVA refused.

No (public) word yet from Bell.

I sent an email to Gendron-Martin asking him about his article. He responded by pointing to full-page piece in Tuesday’s paper by Danny Joncas, which quotes representatives of Bell and Cogeco. Gendron-Martin did not respond to questions about why he didn’t contact Bell or Cogeco before writing his piece, nor why he didn’t mention Videotron not carrying RDS2, nor whether he was ordered by his employer to write this article in this way.

Joncas’s reaction piece was not posted online, either by the Journal or by any other QMI website. The original article from Gendron-Martin still appears on those websites unaltered, with no indication that there has since been a response.

Joncas’s piece quotes both Bell and Cogeco saying these negotiations should be conducted privately instead of in the media, and that both are negotiating with TVA. It also says TVA rejected Cogeco’s offer because it wanted better placement in Cogeco’s specialty channel packages.

UPDATE (Sept. 23): The CRTC has released new rules concerning this issue (press release, decision, Globe and Mail story). It offers some specific rules (no mobile/Internet exclusivity deals for TV programs), but also includes a lot of rules barring things that are “unreasonable” or “excessive”, which leaves a lot of room for disagreement over what qualifies as unreasonable.

It also pushes off a lot of decisions until later, including whether cable and satellite companies should be required to offer à la carte subscriptions (though they seem to be moving in that direction).

Whether those new rules will change how these big telecom companies deal with each other is to be seen.

Highlights from the CRTC’s 2011 Communications Monitoring Report

A few weeks back, the Canadian Radio-television and Telecommunications Commission released its regular Communications Monitoring Report. It’s a long list of tables and charts and graphs created from data it gathers about the industries it regulates (broadcasting and telecommunications), compiled from surveys, studies and information reported from the companies themselves.

You can read the report here (PDF), but it’s about 200 pages. I went through it looking for tidbits of interesting information, and here are some highlights that caused me to raise an eyebrow or two, presented Harper’s Index style.

Radio

  • Number of new AM stations approved by the CRTC in 2008, 2009 and 2010: 1

Inside CFCF’s new Studio 12

After a year of planning and months of construction, CFCF’s newscasts officially moved into their new Studio 12 home today. The noon newscast was the first to inaugurate the studio. CTV Montreal has been doing its newscasts from a temporary set in their newsroom since early July.

The new studio was designed from scratch, is larger (or at least it feels that way) and has plenty of new features. The most striking change besides the design is the fact that it has windows. This studio was designed as a storefront, allowing cameras to see out and potential viewers to see in. (Management there isn’t sure how this will work out – they don’t expect any Today Show-style sign carrying, but you never know.)

The studio is also “HD-ready”, which means cabling is HD-compatible and great attention has been made to detail that wouldn’t have mattered in standard-definition days. But the word is that getting high-definition cameras and editing equipment is still a year or two away.

I got a chance last week to tour the new studio as final preparations were being made to launch it, under the condition that I wait until now to show you photos.

I wrote a feature that appeared in Saturday’s Gazette (Page E3, for those clipping) about the transition from analog television to digital, whose deadline is Aug. 31.

The main story focuses mainly on how local broadcasters are coping with the transition. It’s a big endeavour, and with less than 10% of Canadian households still using antennas to get their television service, it’s difficult to justify the cost (in the neighbourhood of $1 million per transmitter, but varying widely) of replacing the analog with digital.

That’s to say nothing about the consumers, many of whom are on the lower end of the income scale, who must now spend money on new equipment.

The sidebar focuses on consumers, and tries to explain how people can prepare. If you haven’t already heard 1,000 times, cable and satellite subscribers are unaffected. If you get your service by antenna, you either need a TV with a digital ATSC tuner (most new HDTVs have one) or a digital converter box.

My editor was very generous with the assigned length (in all it clocks in at a bit under 2,000 words), but even then there’s a lot of information I had to leave out, including a few conversations I had with actual TV viewers. I’ll try to include most of that information here.

The digital transition in Montreal

First, here’s how the digital transition is going for the nine television stations broadcasting in Montreal (updated 9am Sept. 1):

  • Five (CFCF/CTV, CFTM/TVA, CIVM/Télé-Québec, CFJP/V and CJNT/Metro 14) have completed the transition, switching off their analog transmitters and replacing them with digital ones that are now transmitting. They should all be at full power from their permanent antennas.
  • Three (CBMT/CBC, CBFT/Radio-Canada,CKMI-1/Global) have shut down their analog transmitters and have digital ones operating on their permanent assigned channels, but are not yet operating from what will be their permanent antenna on top of the Mount Royal tower. (CBMT and CBFT are also running at reduced power.) Those who don’t get these signals now may see that improve over the coming weeks.
  • One (CFTU/Canal Savoir) has been given a two-month extension to make the transition. It is still broadcasting in analog until the digital transmitter begins running.

CBC gets to keep some analog TV running

He’s the guy in Quebec City who protested that CBC was going to shut down its TV transmitter there and not replace it with a digital one. Being a hockey fan, his main issue was that he wouldn’t be able to get Hockey Night in Canada without cable.

In a decision published Tuesday morning, the CRTC decided to give the CBC another year to make the conversion in 22 markets that are large enough that the CRTC designated them for mandatory conversion but small enough that they do not have original programming and the CBC was prepared to pull the plug on them rather than spend millions on new transmitters.

These include transmitters in Quebec City, Sherbrooke, Trois-Rivières and Chicoutimi that rebroadcast CBC Montreal. They also include a large number of Radio-Canada’s transmitters outside Quebec. The Globe and Mail has a map here.

Breton wasn’t the only one trying to stop his city from falling through the cracks. The city of London, Ont., actually passed a resolution demanding the CBC save its transmitter there.

Since Radio-Canada transmitters in Quebec are shutting down, the CBC is going to use the old Radio-Canada analog transmitters in Trois Rivières and Quebec City for CBC programming, taking advantage of the better coverage of those transmitters. On the flip side, its transmitter in Chicoutimi (Saguenay) will see its power drop significantly because it’s on a channel that is supposed to be vacated.

Here’s what’s going on for each transmitter:

  • CBMT Montreal must still terminate analog transmission on Channel 6 by Aug. 31. Its transitional digital transmitter on Channel 20 will move to Channel 21.
  • CBJET Saguenay will drop in power significantly, going from 12,000 watts to just 496. Because it’s running on Channel 58, which is one the government is forcing all television stations to move off of (big cities or small), it drops to low-power unprotected status. This also means that Industry Canada (which regulates frequency allocations) can force it to move frequencies if it wants to give it to someone else.
  • CBMT-1 Trois-Rivières switches from Channel 28 to Radio-Canada’s old spot on Channel 13, and gets a power boost from 33,000 to 47,000 watts, in order to increase its coverage area.
  • CBVE-TV Quebec City switches from Channel 5 to Radio-Canada’s old spot on Channel 11, and gets a power boost from 13,850 to 33,000 watts, increasing its coverage.
  • CBMT-3 Sherbrooke remains operational, unchanged at 14,000 watts on Channel 50.
  • Other retransmitters in Quebec (there are about 40 of them from Kuujuaq to Îles de la Madeleine) are not in mandatory markets and will remain running as they were before.

The CRTC’s decision is understandable. It was backed into a corner by the CBC. Not allowing the extension would have meant forcing the CBC to shut down these transmitters – many of which are in minority-language markets – and would have meant, some have argued, failing in its mandate.

It’s also the latest compromise on the digital transition. Originally the CRTC wanted every TV transmitter in Canada to be converted to digital. Then in 2009 it said only “mandatory markets” – capital cities, those with multiple stations and those with populations above 300,000. Then in March it removed the territorial capitals from the list of mandatory markets. And now CBC and Radio-Canada retransmitters won’t have to make the transition.

In 2009, I argued that the digital TV transition is a counterproductive waste of money. Two years later, with the deadline only two weeks away, this seems even more clear. Broadcasters are waiting in some cases until literally the last minute (midnight from Aug. 31 to Sept. 1) to switch their analog transmitters with digital ones, because they know that the analog transmitters reach a larger audience. The fact that the CBC is pushing for a delay and that so few transmitters are being changed outside of mandatory markets is a clear indication that market forces aren’t pushing hard in the direction of digital TV.

And why should they? Having high definition is nice, but the vast majority of people rich enough to have purchased high-definition TVs also have cable or satellite service. Most of those on analog TV are either too poor to afford a subscription service or are too disinterested in TV to spend the money.

Digital television is being forced on us for reasons that still elude me. The government wants to auction off TV channels 52-69 for wireless services, but analog transmitters in those frequencies can be reassigned lower channels without converting them to digital (there certainly aren’t more than 50 television transmitters operating within range of Quebec City or Moncton).

Analog over-the-air television has existed using roughly the same technology for more than half a century. Forcing broadcasters to spend millions on hundreds of new transmitters and consumers to spend hundreds on millions of new televisions (or digital converters for their existing sets) without a clear need seems ridiculous.

UPDATE (Aug. 17): Actually, Breton isn’t happy. He’s calling the decision a “false compromise”, says the CRTC should have forced the CBC to install a digital transmitter in all mandatory markets, and points out that because most digital converter boxes don’t pick up analog signals, people won’t be able to easily switch between CBC and other channels in these markets.

Michel Godbout leaving CBC for TVA Sports

Michel Godbout has found a new career opportunity over the horizon

Quebecor’s soon-to-be-launched TVA Sports specialty channel isn’t just looking to RDS hockey analysts like Dave Morissette and Yvon Pedneault (or La Presse’s Réjean Tremblay) for on-air talent. Their hiring spree has also poached CBC Montreal’s sports anchor.

Michel Godbout confirmed Monday that he will be leaving the CBC to join the TVA Sports channel set to debut this fall. His last day is July 30. (He was cut off early: see below)

Godbout (who is, as you can imagine, fully bilingual) worked for 15 years at Radio-Canada and then CBC Montreal – most famously as the evening news anchor between 2005 (when Dennis Trudeau retired) and 2009 (when Andrew Chang and Jennifer Hall took over a revamped newscast). He starts an anchoring job at TVA Sports on Aug. 22.

TVA Sports, which was approved by the CRTC in February 2010, has already signed deals to carry some Ottawa Senators games and most Montreal Impact soccer games, though it failed to get the government to break the deal the Canadiens have with RDS. Quebecor is also trying to get an NHL team to Quebec City, giving another big reason for fans to subscribe to this channel.

No word yet on who will replace Godbout permanently. CBC Montreal News Director Mary-Jo Barr is on vacation until August.

UPDATE (July 21): Thursday was Godbout’s last day. He says during an interview this morning on CBC Daybreak that he gave his two weeks’ notice on Friday (July 15), but was told that Thursday would be his last day, being let go because he was leaving for a competitor.

Kai Nagata quits CTV

Is the news media too focused on style over substance? Kai Nagata thinks so

Less than a year after taking on the job of Quebec City bureau chief for CTV, Kai Nagata abruptly quit his post on Friday, publishing a long piece (one might call it a manifesto) on a new blog explaining why.

Nagata writes that his decision to leave is not the result of any falling out with CTV or any personal issues, but is more of a philosophical decision based on what he sees are the limitations of the news media, and television in particular. Among them:

  • “… there is an underlying tension between ‘what the people want to see’ and ‘the important stories we should be bringing to people’.”
  • “I admit felt a profound discomfort working in an industry that so casually sexualizes its workforce. … The idea has taken root that if the people reporting the news look like your family and neighbours, instead of Barbie and Ken, the station will lose viewers.”
  • “… the target viewer, according to consultants, is also supposed to like easy stories that reinforce beliefs they already hold.”
  • “the Kate and Will show. Wall-to-wall, breaking-news coverage of a stage-managed, spoon-fed celebrity visit, justified by the couple’s symbolic relationship to a former colony. … On a weekend where there was real news happening in Bangkok, Misrata, Athens, Washington, and around the world, what we saw instead was a breathless gaggle of normally credible journalists, gushing in live hit after live hit about how the prince is young and his wife is pretty. And the public broadcaster led the charge.”
  • “I have serious problems with the direction taken by Canadian policy and politics in the last five years. But as a reporter, I feel like I’ve been holding my breath.”
  • “Within the terms of my employment at CTV, there was a clause in which the corporation (now Bell Media) literally took ownership of my intellectual property output.”
Nagata makes it clear that his criticisms of the television news industry apply as much to the CBC (where he worked before) as to CTV. And presumably the others as well.

“I quit my job because the idea burrowed into my mind that, on the long list of things I could be doing, television news is not the best use of my short life. The ends no longer justified the means,” Nagata writes.

Nagata, who’s all of 24 years old, isn’t sure what he’s going to do next. But he’s already heading out west to Vancouver to be with his family.

“I’m broke, and yet I know I’m rich in love. I’m unemployed and homeless, but I’ve never been more free,” Nagata writes.

I had only one real question for Nagata: “Are you insane?”

His response: “Fair question, and one I’ve been asking myself for a week. … I mean what I say about feeling free. And calm, and happy. And yes, sane. The tradeoff, so far, is worth it.”

Of course, “so far” has been a matter of hours.

Debra Arbec, Catherine Sherriffs debut without a hitch

Monday was a pretty big day for local TV watchers, with new faces debuting on CBC and CTV newscasts.

Debra Arbec, who left CFCF in May for an evening anchor position at CBMT, saying she wanted a shot at a supper-hour newscast, finally got her first night on air after her contractual obligation to CTV ended on July 1. She co-anchors with Andrew Chang from 5pm to 6:30pm, replacing Jennifer Hall, who has moved back to southern Ontario.

CTV, meanwhile, gave Arbec’s old job of 11:30pm weekday anchor to Catherine Sherriffs, who wasn’t even part of the permanent reporting staff at the time. Sherriffs’s first shift as a television anchor was Monday night.

Both Arbec and Sherriffs were flawless on their first nights, and got lots of praise from their bosses.

Smooth transition for Arbec

“It could not have gone smoother,” said CBC Montreal News Director Mary-Jo Barr, who has been working with Arbec for three weeks. “I was so excited to see the team on air,” she said. “It felt like Christmas morning.”

Arbec agreed that things went very smoothly, even when the first news report she introduced failed to play and she had to give her first we’re-having-technical-difficulties speech.

Asked what the biggest transition issue was, Arbec pointed to technology. CBC uses Avid video editing software, and Arbec had to learn to edit, something she didn’t do at CTV. And in HD, to boot. She and Chang edit the international news roundup themselves.

Arbec also said the change in the schedule took some getting used to. “My body clock has been used to late nights for so long,” she said. Now she has a day job and can spend evenings at home with her husband, Brian Wilde.

Chang, incidentally, also will have a more daytime schedule. It was decided to pull him off the late-night newscast (which runs 10 minutes from 10:55 to 11:05pm) so he could concentrate exclusively on the supper-hour show. Instead of coming in at 3pm and having only two hours to familiarize himself with the show, he can come in and shape it from the beginning. “The show was always a bit of a surprise to him,” Barr said. The move was done by rearranging existing staff, avoiding the need to increase the show’s budget by hiring another person.

Reporter Amanda Margison has been given the late-night host job, which includes some lineup editing and monitoring breaking news during the 5pm newscast.

Arbec heaped praise on her coworkers, including co-host Chang, who she said has been “such a godsend for technology for me.” She’s had a chance to meet the new team (she likened it to moving to a new school) and how to pronounce their names (try saying “Anna Asimakopoulos” without hesitating) and said they were all “really supportive and understanding” about her move there.

Aside from anchoring and preparing the newscast, Arbec will also be introducing a weekly segment called Montrealer of the Week, profiling people who make a difference in the community but aren’t otherwise recognized. Similar in style to the My Montreal series she did at CTV, but focusing on individuals instead of ethnic groups. They will air Fridays, with the first one this coming Friday.

Sherriffs’s nerves fade quickly

A few hours later at CFCF, it was Sherriffs’s turn behind the desk. A smaller desk, as she was thrown the curveball of having her first day also be the first day of a new temporary set while they build a brand new studio.

“She went into that position a little cold,” said CTV Montreal News Director Jed Kahane. “It’s not a hermetically sealed studio. There’s a lot of distraction. I thought it was great that she was able to do it under those circumstances.”

For Sherriffs herself, it was a bit intimidating doing her first shift as a television news anchor. Other than some time with Todd van der Heyden on Crescent St. during the Formula One broadcasts, she hasn’t had any experience behind the desk. She got some voice coaching (standard for new anchors, Kahane said), but nothing beat the pressure of being live on air by yourself.

“I was more nervous when I came in at the beginning of the shift,” Sherriffs said. By showtime, she realized there was no going back now, and with every segment the nerves became more manageable.

The nervousness showed a bit on air, particularly in more light-hearted segments when she didn’t seem entirely natural. By Tuesday night, it seemed much less apparent and she looked a lot more comfortable in her new role. (Well, as comfortable as you can be with bright lights shining on you, a camera in your face and thousands of people watching you live.)

Like Arbec, Sherriffs credited her crew for helping her get through it. “The crew was amazing,” she said, offering her lots of support.

And in case you were curious, Arbec did watch Sherriffs’s first show, even though it was on what is now a competitor’s channel. She said Sherriffs did a fine job and she wishes her well.

A new studio at CFCF

CTV and RDS are really excited about upgraded studios that are being constructed on the ground floor of their building at Papineau St. and René-Lévesque Blvd. But before CTV can move in to the new set in September, it has to vacate its old one. Sunday’s 11:30pm newscast with Paul Karwatsky was the last in the old studio (he’s very proud of that). Starting Monday at noon, the newscasts were being done on a temporary set constructed in the CTV Montreal newsroom.

The temporary set has its issues. For one thing, there’s only one chair behind the anchor desk. Kahane says the plan is to only have one anchor at a time (summer vacations mean the newscasts that normally have two anchors won’t again until September). But it still causes some interesting situations, particularly when they have to switch between news and sports anchor. Currently, one of the two stands when they chat with each other during transitions, which is a bit awkward.

The other thing is that the newsroom is a pretty active place. There was a bit of noise in the audio from the anchor desk on the first night, and people working in the newsroom during a broadcast have to be careful what they yell or what they do when they’re in the camera’s view.

The set added a bit of awkwardness to the introductions, because the establishing shot of the studio can’t be done anymore. Since that’s where the booming voiceover introducing the anchors comes in, that’s gone too. Now, the newscast goes straight from the opening theme to a closeup shot of the anchor. It’s a bit of a jarring transition for someone used to the way the newscast works.

Kahane said most of the work in setting up the temporary studio came in fixing the lighting. There was a camera in the newsroom before that reporters could use to report breaking news and the late anchor would use to say what’s coming up at 11:30, but to do an entire newscast from there, the background needed to be a bit better than the drab and – by television standards – dark cubicles of a newsroom.

Still, the production has a kind of out-of-the-basement feel to it. It looks fine technically, but it doesn’t feel as comfortable.

Kahane said the summer was a good time to do this (it’s kind of a lull in the news industry, and TV ratings are generally down as people head out and do things with their lives). And the move into a new expansive studio (with windows!) will be worth it.

The new studio will be “HD-ready”, meaning the infrastructure will be suitable for HD broadcast, but there are no concrete plans yet to convert the newscast to high definition. CTV has prioritized its specialty channels, which are currently being transitioned. And Montreal hasn’t been made a high priority because of the lack of competitive pressure.

Kahane also said the temporary set will be used as the in-the-newsroom live reporter feed once the new studio is in place, and its look will fit in with the look of the new studio.

And what of their old set? Part of it is being used in the temporary studio, but the big desk and other elements have been donated to Concordia University’s journalism department, where it’s being used in their studio to teach students to become TV anchors themselves.
