The new, slightly thinner, somewhat more streamlined Gazette

The transformation of The Gazette that has been made necessary by cuts from parent company Postmedia Network began this week in a way that readers will notice.

As of Tuesday, the weekday paper has been reduced from three to two sections (with the exception of Mondays, which still has a separate Driving section). The Tuesday paper has a note from Editor-in-Chief Alan Allnutt explaining the changes. In it, Allnutt talks about how the focus of the paper will transition from covering the 24-hour news cycle to being more of a daily newsmagazine. If that sounds like something you’ve heard a few times before, you’re not imagining it. But such fundamental change to how a newspaper works takes quite a few big steps before it really sinks in.

The two-section format works as follows:

The A section will contain the same as it did before, with local, national and international news, followed by a two-page opinion section with editorials, Aislin’s cartoon, letters to the editor and opinion pieces. After that will be business news, sports news and arts and entertainment stories that used to be in the other two sections.

The B section will be a theme section that’s different by the day. Mondays and Thursdays it will be sports (Hockey Inside/Out on Thursdays during the hockey season). Tuesdays will be business, comprising the features that used to be in the Monday Your Business section. Wednesdays will be food, with the same features that were on the weekly food pages. And Friday will be movie reviews. Regardless of the topic of the day, the B section will include classified, obituaries, puzzles and comics, the TV grid, the weather map and Doug Camilli’s column (on days when that column runs).

There’s a reduction in the number of pages, though it’s not as dramatic as you might think. This Tuesday’s paper had 36 pages, down from 44 the week before. Wednesday’s paper had 44 pages (not including the West Island section), down from 52. When you discount the five special Olympics pages added to the Sports section each day last week, it’s a small reduction (the Wednesday paper has the same number of pages as one the week before the Olympics). It’s hard to make it an exact science because of the variance in the amount of display advertising.

The main reduction of content is wire stories that filled the back pages of the business, sports and arts sections. More of those stories will be replaced by briefs, with focus being left on local original content.

The Saturday paper remains in its multi-section format and is not affected in any significant way by these changes.

Some original content will be disappearing too, the result of difficult decisions to save costs. Dating Girl columnist Josey Vogels (whose column is actually syndicated, but who got her start at The Gazette and the now-defunct Hour) and bird columnist David Bird wrote goodbyes this week. The weekly This Week’s Child brief and Next Chapter boomer/seniors column are also being cut. Listings of events, shows and activities are moving online.

There are also some more minor changes in the way the paper looks. Section banners have become smaller and simpler, the look of the briefs column changes (it’s been renamed from “In the News” to “In Brief”), columnist logos have become smaller, and Web pointers have disappeared from a standard position on Page A2.

Buyouts and a few layoffs, most of which take effect on Sept. 1, will reduce by about 20% the number of people in the editorial department. Most of those leaving work behind-the-scenes, many as copy editors, photo editors or administrative staff whose names don’t get in the paper. The Globe and Mail explains a bit how things are going to work after the newsroom becomes smaller.

Thankfully, there were no forced layoffs on the copy desk, which means I will remain with The Gazette after the cuts.

Isabelle Racicot joins Virgin Radio

Virgin Radio 96, a station that has been losing some of its top talent to rival The Beat over the past year but insists its team is bigger than one individual superstar, has just added a pretty big star to its lineup.

Isabelle Racicot, host of TVA’s talk show Ça finit bien la semaine, has been added to Virgin Radio’s lineup, where she will host the Virgin Hit 20 weekend show, Saturdays at 5pm and Sundays at 10am, starting Aug. 25, Astral Media announced on Wednesday.

Racicot replaces Tony Stark, who was set to leave Virgin for a job in Halifax but has changed his mind. Stark also hosts Monday to Thursday evenings (including the Virgin Radio Takeover listener-driven show), as well as Sunday afternoons.

Putting TV personalities on the radio is common at French-language music stations in Montreal, but not so much on the English side (Todd van der Heyden is one of the exceptions). The lack of non-news local TV programming in anglo Montreal certainly has some part in this.

Comparisons will naturally be drawn (by me, at least) between Racicot and Anne-Marie Withenshaw, who hosts All Access Weekend at The Beat, Saturdays at 10am. Both are weekend shows hosted by bilingual personalities known more for French television than anything else. (The two shows will not be competing with each other directly – though it’s interesting that one airs 10am to noon on Saturdays and the other 10am to noon on Sundays.)

I couldn’t help noticing that Racicot’s Astral photo is oddly similar to the one done for Withenshaw when The Beat launched last year (plus some silly lens flares). Or are shiny grey shirts in style these days?

A big autumn for Montreal broadcasting

Man, there are a lot of radio stations in and around Montreal.

That’s what came to mind as I compiled a list of them for a story that appears in Saturday’s Gazette. “Story” might be an exaggeration there. It’s more like a charticle spread over two and a half pages, detailing the things that are changing at radio and television stations in the city.

And there’s a lot of stuff going on. A CRTC hearing this fall will decide on whether to approve a new station and whether to accept major amendments to the licenses of two others. Two other stations approved by the CRTC last November are gearing up to launch in the coming months. One frequency that currently sit vacant could be home to Hudson’s first local radio station if the CRTC gives it the okay. CBC Radio 2 and Espace Musique could see ads for the first time. And then there are all the staff movements, office changes and other things that don’t require CRTC approval.

To get it all straightened out (and include a few new pieces of information), I’ve compiled a list of radio and TV stations that can be tuned in from Montreal and talk about what’s happened there recently and what’s coming soon, on a station-by-station basis.

What’s going on in AM radio is probably the most interesting, because it involves the most fundamental change – two new radio stations, with a possible third to join them, and another station whose fate is in limbo.

In FM radio, I notice a lot of the updates involve staff changes. That’s part of life in radio, and I don’t know if it’s unusually high – I suspect not – but when all compiled together there’s enough change to write home about. The departure of Planète Jazz in favour of Radio X is also a big change.

For television, I focused only on local programming, and, for the most part, on the anglophone stations. One (CJNT) has been bought out by Rogers pending CRTC approval (an application hasn’t been published yet). Global is getting ready to launch a morning show at some point in the late fall. CBC is getting ready to expand its late newscast from 10 minutes to half an hour, which will start Sept. 17 (the same day George Stroumboulopoulos moves to 7pm). And CTV is still making baby steps toward converting its local newscast into high definition.

I’m sure there’s stuff that I missed for whatever reason (it’s been pointed out that I don’t talk about adjacent-market AM stations, mostly due to lack of space). If you know of one, feel free to add it in the comments below.

Virgin Takeover is going to need a new host

 

Virgin Radio 96 is losing another personality, but at least this time it’s not another poaching from The Beat.

Tony Stark, the evening announcer who hosts Virgin Radio Takeover and Virgin Live on CJFM-FM from 7pm to midnight Monday to Thursday, as well as Sunday afternoons, is leaving to return to CJCH-FM (101.3 The Bounce) in Halifax, where he’s accepted a job as their afternoon drive host. Stark came to CJFM two years ago from CJCH, where he hosted the 10am to 2pm timeslot.

Stark’s last day at Virgin hasn’t been decided yet. He’s currently substituting for the vacationing Andrea Collins as the afternoon drive host there.

It’s “gonna be tough to leave a great city like Montreal,” Stark tells me, but an opportunity for a high-profile job in a market he’s familiar with (and has “a great vibe”) was just too good to pass up.

CJCH-FM is owned by Bell Media, which is in the process of buying Astral Media and CJFM.

Virgin has posted an opening for Stark’s position, with the same on-air times. Interested parties can apply to brand director Mark Bergman by Aug. 14.

Bergman jokes: “In search for people with the names Clark Kent, Bruce Wayne, Peter Parker!”

UPDATE (Aug. 12): Stark isn’t leaving after all. Bergman and Stark said this weekend that he’s actually sticking around, for unforeseen and unspecified “personal reasons.”

Absolutely Quebec: A taste of regional programming on CBC TV

For those (like me) who complain that there isn’t much local programming in English in Quebec outside of news broadcasts, a regional documentary and short film series is something to look forward to. This summer, CBC television presents Absolutely Quebec, a series of five one-hour documentaries and an hour of short films that reflect the anglophone community in Quebec.

The first episode, Hockey Migrations, aired last Saturday. It tells the story of a hockey tournament in Tasiujaq, an Inuit community near Ungava Bay. But it’s actually an inightful look into the culture of the region, how native communities are struggling with changes to their traditional way of life, and how hockey is a way to give kids something to do and keep them out of trouble. Its director, Tony Girardin, was interviewed on CBC Radio’s All in a Weekend on Saturday morning, and explains that the footage was actually shot seven years ago, but only edited into a documentary recently. (One of the elders interviewed in the documentary has since died.)

“In Quebec, we have an incredibly rich history of storytelling and filmmaking,” Shelagh Kinch, the new Managing Director CBC Quebec, is quoted as saying in the press release. “CBC is proud to produce a series that highlights some of our province’s emerging filmmakers and also allows new audiences to enjoy these local stories.”

The rest of the series, which runs Saturdays at 7pm on CBMT (except Aug. 11, when CBC airs Rogers Cup tennis coverage), is as follows:

Sadly, Videotron’s on-screen listings list 7pm Saturday as being The Nature of Things, but tune in anyway. It’s one of the few chances you’ll have to watch that independently-produced local programming you complain never sees the light of day on local television.

Some of these episodes might end up being aired nationally as well, as part of the Absolutely Canadian series. But which of those will get national exposure (on CBC television, CBC News Network or the Documentary channel) and when that will be hasn’t been decided yet.

CTV Montreal to reduce (but continue) local news during Olympics

CFCF’s anchor desk will sit empty until 6pm during the Olympics

Television changes during the Olympic Games. It’s like the usual rules get thrown right out the window. Canadian television stations relying mainly on rebroadcasting American shows in primetime? Not during the Olympics. NBC provides Olympic coverage, but CTV is doing its own thing entirely, focusing on Canadian athletes. TSN and Rogers Sportsnet in fierce competition? Not during the Olympics. They’re coordinating their coverage to give Canadians more choice, and some events (like the opening and closing ceremonies) will be carried on both simultaneously. Spending the bare minimum on Canadian content? Not during the Olympics. CTV and the other broadcasters are spending millions creating their own live, remote, high-definition programming that will dominate the airwaves throughout the Games.

It’s this domination of the schedule that has led to one change that requires approval by the broadcast regulator.

CTV asked the CRTC to temporarily relieve it from some local programming requirements during the Olympics. Currently, CTV’s stations in large markets (Toronto, Ottawa, Montreal, Calgary, Edmonton and Vancouver) are each required to air 14 hours of local programming during each week. Other stations are required to air seven hours of local programming a week. CTV asked the commission to, in light of how much time it needs to devote to the Olympics on its schedule, reduce that to seven hours a week for the entire network.

The CRTC agreed to this in a ruling issued June 27. That ruling lowers the minimum of local programming to seven hours for all stations, solely during the period of the Olympics (July 27 to August 12), and says it expects CTV to make up for the shortfall later in the year. (CTV said it would do so.)

CTV also asked for relief from a license condition requiring four hours a week of described video programming. Since described video is usually applied to things like dramas, sitcoms and documentaries, which won’t air much during the Olympics, the CRTC also relieved the CTV network from this obligation, again with the expectation that CTV would compensate for the reduction with an excess during the rest of the year.

No noon newscasts during Games

CTV Montreal (CFCF) normally airs 16 hours of local programming every week, including commercials (all of which is its newscasts – noon, 6pm and 11:30pm weekdays, 6pm and 11:30pm weekends).

The Olympic broadcasting schedule released Wednesday shows Games coverage throughout the day between the opening and closing ceremonies. Because the Olympics are in London, which is five hours ahead, live coverage begins as early as 4am and ends around 5-6pm Eastern time. This is the opposite of the Vancouver games, which were three hours behind and meant a lot of live broadcasting in the evening.

With the exception of the opening and closing ceremonies, the 6-7pm Eastern hour is left clear on CTV’s network, which leaves room for local news. This is followed by a four-hour Olympic Primetime recap of the day’s events from 7 to 11pm, which can then be followed by CTV National News and late local newscasts.

Mary Anne Gyba, programming manager at CTV Montreal, confirms to me that local newscasts will air daily from 6pm to 7pm and at 11:30pm throughout the Olympics, with the exception of the opening ceremony (Friday, July 27) and the closing ceremony (Sunday, August 12), which both run through the 6pm hour.

This means it will air 11 hours of local news the first full week and 10 hours the second week, far exceeding the reduced minimum requirement. (An alternative way of meeting the quota would have been to repeat local newscasts at 6am the next day, which CTV and Global both use regularly in underperforming markets, but with Olympic coverage starting at 4am, even this option doesn’t work for them.)

V stations get similar relief

In a similar decision issued the day after the CTV one, the CRTC also offered relief to two television stations – CFGS in Gatineau and CFVS in Val d’Or/Rouyn Noranda – from local programming during the Olympics. Both stations are affiliates of the V network, which is the French-language conventional television broadcaster in the consortium, and both are owned by RNC Media.

In its brief application, RNC said it was “highly likely” that V would not offer enough free time in its schedule during the Games for local programming, even though each station must broadcast only one hour and 15 minutes a week of local programming, which averages to about 10 minutes a day.

V’s Olympic schedule is much like CTV’s, with nothing scheduled during the 6-7pm hour (except during opening and closing ceremonies), and nothing after 11pm. V normally offers entertainment programming at 6-7pm instead of local news, to set itself apart from Radio-Canada and TVA. Still, it seems a bit incredible that such stations can’t find 75 minutes a week for local news.

The CRTC’s decision relieves them completely of the requirement to air local programming during the Olympics.

UPDATE (July 16): The CRTC has issued a similar decision relieving Télévision MBS Inc., which owns the V affiliate in Rivière du Loup (CFTF-TV), of its local programming obligations during the Olympics.

UPDATE (July 24): And finally, a decision relieving the owned-and-operated stations of the V network (CFJP Montreal, CFAP Quebec, CFKM Trois-Rivières, CFKS Sherbrooke and CFRS Saguenay) from their obligations. That application prompted a letter in opposition by SCFP union executive Denis Bolduc, saying that there was plenty of time in the schedule for V to air local news, that it should have asked for this exemption during its license renewal hearing last fall, and that the CRTC should maintain some minimum of local programming during the Olympics.

TTP applies for English news-talk station at 600AM

It got buried under all the hoopla about Bell, Astral and CKGM, but at the same hearing where the CRTC will consider Bell’s purchase of Astral and the proposal to turn TSN Radio into RDS Radio, it will also consider an application by three independent millionnaires to start up an English-language news-talk station to compete with CJAD.

The application – by Paul Tietolman, Nicolas Tétrault and Rajiv Pancholy, together under 7954689 Canada Inc. – is very similar to one they made last year for clear channel 940AM, which I’ve summarized here. The station would be a news-talk format, with 100% local programming, 24 hours a day, seven days a week, with its own team of journalists. It would act as a sister station to a French-language one that has already been approved for 940.

Because 690AM went to CKGM (the station is changing frequencies this fall, before its format change), it has to choose an alternative. At first, the group said if it was not given one of the two clear channels (690 and 940) that would allow it to broadcast at 50,000 watts day and night, its business plan would not be viable. It also said the CRTC had to approve both stations or reject both, because their business plan requires both station to share resources.

The CRTC called their bluff, and TTP backtracked, accepting the French station and now trying for an English one on a different frequency.

Bell to convert TSN Radio to French

Well, this is a shock.

As part of its acquisition of Astral Media, including CJAD, CHOM and CJFM in Montreal’s English market, Bell Media has decided that rather than sell one of the four English stations it would own here, it is going to keep all four of them but convert one to French.

As such, Bell announced Tuesday that it has applied to the CRTC to convert CKGM (TSN Radio 990) to a French-language all-sports station named RDS Radio 990. (Actually it would be RDS Radio 690, since the station is moving to that frequency.) Bell expects the switch to happen by Jan. 1, 2013, though that’s dependent on how fast the CRTC makes a decision. It says it is prepared to make the change within 120 days of the CRTC’s decision.

The CRTC’s competition rules require that a common owner control no more than three stations in a market of fewer than eight commercial stations (English Montreal has five), and no more than two AM and two FM stations in a market of more than that (French Montreal has eight). Since neither Astral nor Bell have a French-language AM station in Montreal, converting the station to French would allow them to keep it.

TSN Radio 990, formerly The Team 990, has always struggled as a low-rated station, but there was a feeling over the past few years that it had finally found a niche that worked after various other failed attempts at different formats.

Celebrating, win or lose

It’s not often in this town that you see a police officer smiling and laughing on the job. Not because they’re evil or humourless, but just because they’ve been called on to do some rather serious stuff with some rather confrontational people. Many of them are overworked, tired, frustrated and otherwise not in the best of moods.

And yet, here he is, enjoying himself on a day you’d expect him not to be.

STM’s Michel Labrecque looks into the future

Michel Labrecque, who chairs the board of the STM (and ostensibly represents its users on that board, though try to find some way to reach him on the STM’s website), did a little live Q&A on the STM’s website on June 14. He got asked some interesting questions and gave some interesting answers.

I’ve summarized a few interesting bits he said below, mainly about stuff that’s happening down the line (2014 looks to be a pretty busy year for them):

  • Replacement of the other half of the metro fleet (the MR-73 trains that run on the blue and orange lines) is set to begin at the end of the decade. The first set of new cars to replace the older MR-63s are to arrive in 2014.
  • Labrecque isn’t very interested in the idea of maritime shuttles to the south shore. Too impractical, he says.
  • Studies are in progress to determine the placement of stations on an eastern extension of the blue line, but it will follow Jean-Talon St. until the Galeries d’Anjou.
  • On an eventual rapid transit system on Pie-IX Blvd. (starting in 2014), boarding of buses will happen on all three doors for people with passes, as is done in other cities. The STM is studying using such a system on other high-traffic routes as well.
  • As automated machines handle more duties previously done by metro booth employees, they will be doing more duties of a customer service nature and be more in contact with users.
  • Real-time bus data is expected to start working in 2014.
  • The orange line could have as many as 40 work sites operating in the four hours a night the metro is not in service, doing repairs and maintenance.

NDG Free Press editor resigns after child porn arrest

David Goldberg is no longer the editor of the NDG Free Press. His resignation wouldn’t be such a big story, except for why it happened.

Goldberg was charged on May 30 with accessing and possessing child pornography, and released on $5,000 bail, according to The Gazette. Among his conditions, beyond staying away from places kids go, is that he can’t use the Internet, which I guess means he won’t be reading this post.

At the Free Press, things changed quickly. The biweekly paper reports in its June 12 issue (PDF) that Goldberg resigned on June 1. Publisher David Price takes over until June 18, when Marlene Eisner, a former Suburban EIC and Concordia professor, takes over.

To the credit of the paper and Price, the news wasn’t hidden or sugarcoated. In addition to announcing Goldberg’s resignation and Eisner’s appointment, the paper carries a short story with Price’s byline about Goldberg’s arrest.

CJFM’s Virgin Radio Takeover makes use of Listener Driven Radio

The press release says “Virgin Radio lets YOU takeover the airwaves!” – but don’t show up to Astral’s studios on Fort St. looking to get behind the microphone.

Instead, CJFM 95.9 is giving its listeners more say in what music ends up on the radio, at least for a few hours. Four nights a week starting Monday, June 11, Tony Stark hosts Virgin Radio Takeover, a show that allows listeners to suggest songs and up- or down-vote upcoming songs on its playlist to shape what makes it to air.

It’s based on a platform called Listener Driven Radio, brought to Canada’s Virgin music stations via Orbyt Media. A similar show launched in April at the Calgary and Edmonton stations.

“This is real social radio,” program director Mark Bergman tells me, and is a big step toward the so-called So-Lo-Mo strategy of social, local and mobile.

In addition to influencing the playlist by voting up and down songs added to it, the system allows people to suggest songs to add to the playlist. But the system is set up according to parameters set by the program director, which means you won’t be able to suggest Mozart or death metal or other types of music that don’t fit on the station. (My attempts to add Weird Al tracks to the playlist failed, for example.)

Bergman said he didn’t know exactly how many songs are available to suggest, but that it was in the thousands, and represents a large part of the station’s music universe (meaning all of the songs played on the station). Naturally it includes a lot of pop hits from artists like Katy Perry, Usher, Black Eyed Peas, Pitbull, Jennifer Lopez and Maroon 5. But it also includes some older hits from Backstreet Boys, Bon Jovi, New Kids on the Block and NSYNC.

I wondered if there was some veto power or other massaging of the playlist that could be done in case listeners’ choices start going too far toward one artist, for example. Bergman assures me it’s all out of his hands. “The only power I have is I can go on and vote for songs myself,” he says, and the choice of song is “literally left to chance” based on listeners’ votes.

What about Cancon? Is the system rigged to make sure that enough Canadian songs are played? Apparently not. But that’s okay, Bergman says. If the playlist that comes out is low on Canadian content, they can make up for that later.

Bergman says he’s anxious to see how the audience will react to this new format. Will it attract more listeners in the 18-34 demographic that they already have a strong lead in? Will it make them more engaged? We’ll see when the next ratings book comes out in the fall.

Virgin Takeover airs Mondays to Thursdays from 7pm to 9pm. Stark continues as the host in non-takeover mode until midnight.

The news hit pretty suddenly on Friday morning. In fact, I heard about it on CFCF’s noon newscast, having just woken up. Red Fisher, who has covered the Montreal Canadiens for more than half a century for the Montreal Star and The Gazette, has retired at the age of a billion and three (or, more accurately, 85).

There’s no farewell column, no big party. He’s not even giving interviews. Other media who wanted to report on the end of this long career had to settle for talking to some of Fisher’s friends and colleagues. Dave Stubbs, in particular, was busy talking to various media while preparing his own story on Fisher’s departure. It’s the only one I’m aware of that quotes Fisher directly speaking after his retirement was announced.

Fisher is a legend in more than just his hockey writing. He has a reputation as a friendly curmudgeon, who wouldn’t go after players unnecessarily but wouldn’t acknowledge anyone’s existence until they proved themselves worthy of it. The list of respected figures in Canadiens history who lauded Fisher speaks to the man’s reputation.

Even though I work at the same paper, I’ve never spoken to him in person. Sports writers in general spend little time in the office, and Fisher even less. We’ve conversed over the phone, but by “conversed” I mean he called to confirm that his postgame column had arrived by email and after a quick reply of “yeah, I got it” we hung up.

There are many stories of younger (and by that I mean under 60) colleagues at The Gazette that involve the elder sportsman uttering the words “who the f*** is …” – I don’t think I even reached that level. Though I remember the first time I saw him file a story that had my name in the address list. I imagined him typing my email in and wondering who the heck I was.

Everyone knew who Red Fisher was, though. For years, his reputation was such that there was a column devoted to him, the only column devoted to writing about another columnist. Of course, that column was Mike Boone’s Eeeee-mail, and it wasn’t so much writing about Fisher as it had some fun at the man’s expense (consistently referring to him as the Living Legend of Sports Journalism or LLSJ). But still, I can only wish for status like that someday.

Fisher’s refusal to give interviews is unusual in today’s hypermediatized world, but not so much for him. Fisher wasn’t the type to appear on radio or television regularly, chatting with the TSN hockey panel or giving his take once a week on CKGM’s morning show. Even though his reputation and wealth of knowledge about Canadiens history would make him a fantastic guest, he’s said no to such requests from those broadcasters and others who haven’t long ago given up trying to get him.

There are some who say Fisher retired 10 years too late, that his relevance had waned significantly in the past few years. There are points in favour of this argument. He wasn’t the scoop machine he used to be, and many of the big announcements come via RDS, TSN, La Presse or some of the younger front-line journalists who cover the Canadiens, if they beat the official announcement at all. Fisher stopped travelling with the Canadiens years ago – Pat Hickey does day-to-day team coverage. And the weekly Red Line page sometimes felt more like a roundup of hockey news reported elsewhere than anything original from Fisher.

But Fisher was still influential, and he could still write things that made a difference. In 2008, Fisher won a National Newspaper Award – the most prestigious Canadian award for this industry – for a column saying the Canadiens should not retire the jersey of Patrick Roy (they did anyway, of course, but Fisher’s column provoked a lot of discussion). It’s hard to argue someone has one foot in the grave when he’s winning an award many of his colleagues only dream of one day getting once in their careers.

It’s unclear if Fisher will continue to contribute occasional freelance pieces for The Gazette. He was the go-to guy for Canadiens-related obituaries, for example. But it is clear that the Saturday Red Line is history, and nobody should be expecting a regular column in its place.
